Director of Real Estate Development
The Director of Real Estate Development is responsible for overseeing all phases of real estate development activities for the Housing Authority of the City of Shreveport (HACS). This position ensures effective planning financing compliance and execution of development projects to support the Authoritys mission of providing quality affordable housing. The position reports directly to executive leadership.
DUTIES INCLUDE BUT ARE NOT LIMITED TO:
- Coordinates financing applications and submissions for multiple funding sources including HUD and tax credit programs.
- Manages and administers the Capital Fund Program and other development-related funding streams.
- Establishes project objectives timelines and budgets for development initiatives.
- Oversee all phases of development projects from concept through completion.
- Conducts feasibility studies market analyses and site evaluations.
- Ensures compliance with HUD regulations and applicable to local state and federal laws.
- Prepares and submits financial and development reports to regulatory agencies.
- Negotiates with lenders investors and development partners for mixed-finance projects.
- Coordinates with architects engineers contractors and consultants.
- Monitors project budgets schedules and overall performance.
- Represents the Authority in meetings with community stakeholders and partners.
- Performs other related duties as assigned.
REQUIRED KNOWLEDGE AND ABILITIES:
- Knowledge of public housing programs LIHTC and HUD regulations
- Strong understanding of real estate development and financing structures
- Ability to manage multiple complex projects simultaneously
- Strong leadership organizational and analytical skills
- Ability to interpret and apply laws regulations and policies
- Excellent communication and interpersonal skills
Qualifications :
QUALIFICATION REQUIREMENTS:
- Bachelors degree in Construction Management Real Estate Business Administration or related field
- Minimum of three (3) years of senior-level experience in real estate development
- Experience with housing authorities or affordable housing preferred
- Equivalent combination of education and experience may be considered
SPECIAL REQUIREMENTS:
- Valid drivers license
- Ability to travel locally for site visits and meetings
COMPENSATION/BENEFITS:
- Starting Salary: $125000 Annually
- Health Dental and Vision Insurance
