Description

Supervise Transportation Officers during a scheduled shift. May perform Transportation Officer duties to include: Perform various duties related to detention safeguarding security and escort of violators of immigration laws exercise surveillance over detainees and maintain order and discipline attend to sheltering feeding and physical well-being of detainees and counseling of alien detainees on personal matters; guard detainees at deportation or exclusion hearings recognize potentially hazardous health safety security or discipline problems supervise voluntary work details and encourage participation in organized recreational activities.

MAJOR DUTIES AND RESPONSIBILITIES:

Supervisory Duties:

  • Observe supervise instruct and coordinate Transportation Officers in detention and transportation activities.
  • Conduct beginning of shift inspection of Transportation Officers to ensure they meet Company dress and appearance standards.
  • Conduct daily inspection of officers credentials at beginning of work shift.
  • Schedule prioritize and assign work on a daily basis. Make team assignments and match teams to workload.
  • Supervise evaluate and participate in the work of subordinate Transportation Officers.
  • Ensure Transportation Officers are properly dispatched perform vehicle and equipment checks and meet tasked assignments.
  • Evaluate procedures and personnel and implement appropriate corrective actions.
  • Assist in the development of more efficient and effective methods and procedures for Transportation Officer operations.
  • Provide muster pass daily to staff.

General Duties:

  • Immediately report incidents to the Transportation Coordinator and Program Manager; follow up with supplemental reports as necessary; assist Program Manager and Department of Homeland Security/Immigration and Customs Enforcement with investigation as necessary.
  • Conduct and provide written post check for all posts on shift.
  • Prepare employee disciplinary reports and forward to Program Manager via Transportation Coordinator for adjudication.
  • Required to wear approved duty uniform with shoes or boots and uniform web gear (i.e. duty belt holster handcuffs cuff case and magazine pouch).

Firearms Specific Duties:

  • Issue weapons and ammunition to Transportation Officers.
  • Ensure weapon and ammunition are safeguarded at all times.
  • Verify on each shift the accounting of all firearms and ammunition.
  • Ensure Transportation Officers properly clear and secure weapons and ammunition for turn-in at the end of each shift.

Airport Transports (if so tasked):

  • Escort detainee(s) to/from inbound/outbound flights and arrival/departure gates at the designated location specified by the acting Shift Supervisor or higher authority.
  • Constantly guard detainee(s) with a minimum of public contact during the time prior to boarding the aircraft.
  • Ascertain there are no unobservable exits possibly allowing detainee(s) to escape.
  • Remain at the gate until the carrier gate attendant verbally verifies the aircraft departure.
  • Verify departure of detainee(s) in writing to the Shift Supervisor and Department of Homeland Security/ Immigration and Customs Enforcement.
  • Remain at the gate until the arriving alien has been taken into custody unless the flight has been canceled or the acting Shift Supervisor has given verification other arrangements have been made.

Specific Transportation Duties:

  • Ensure driver and motor carrier compliance with Department of Transportation regulations for the bus/van drivers.
  • Submit driver reports per the Transport Manual and state and federal regulations in a timely manner.
  • Report transportation and administrative mileage by vehicle to Program Manager.
  • Attend and ensure full compliance with safety audits and inspections from state and federal authorities.
  • Provide compliance auditing record maintenance and provide additional driver instruction/counseling to ensure records are completed properly and executed by all drivers for vehicle trip mileage logs daily driver logs pre-trip and post-trip inspection reports and hours of service documentation.
  • Ensure compliance with random/annual drug and alcohol screening requirements.
  • Provide driver history information requested by other motor carriers/subsequent employers
  • Ensure driver compliance with driver safety program.
  • Conduct (no less than) weekly inspection of all transport vehicles.
  • Ensure all required equipment/documentation for detention transport is loaded in vehicles or kept in vehicles prior to transport; such items include trip mileage logs daily driver logs pre/post-trip inspection reports first aid kit accident investigation kit proof of insurance safety flares restraint equipment etc.
  • Prepare service due reports and ensure all vehicles receive scheduled and required preventative and periodic maintenance and copies of all reports are kept in each vehicle.
  • Ensure copies of current to-date repair records are maintained in each vehicle.
  • Ensure daily all in-service buses have master switches turned off.
  • Ensure all safety equipment is operational in all vehicles.
  • Ensure all buses are started once weekly and driven for one-hour on a weekly basis when not in service.
  • Ensure any driver dispatched to perform a run has a current and valid Commercial Drivers License with passenger and air brake endorsements and their medical certificate in their possession and neither is expired. Commercial Drivers Licenses and medical certificates will be inspected by the Shift Supervisor prior to departure.
  • Ensure any required detainee documentation is provided to the transport driver prior to departure.
  • Maintain copies of original fuel and repair tickets for reporting purposes; forward original receipts to the Program Manager.
  • Ensure vehicles are used equitably to achieve similar mileage among vehicles.

General Transportation Duties:

  • Ensure detainees are properly prepared for and transported in accordance with Performance-Based National Detention Standards. Preparation includes:
    • Patting down all detainees prior to boarding vehicles.
    • Applying appropriate restraints prior to boarding vehicles.
    • Monitoring detainees to ensure appropriate behavior during transport.
    • Securing detainee transfer paperwork in the vehicle and ensuring appropriate distribution upon delivery of detainees to destinations.
  • Ensure inventory of detainee baggage/valuables has been properly completed by visual examination of appropriate documentation
  • Advise supervisor at least 45 days in advance of expiration of Commercial Drivers License and medical certificate.

Other Collateral Duties: Perform other duties as directed by the Transportation Coordinator.



Requirements

MINIMUM QUALIFICATIONS:

Education and/or Experience:

  • Must be a United States Citizen.
  • Must possess a High School diploma or General Equivalency Diploma.
  • Must be 21 years of age or older.
  • Must have at least one year of experience as a law enforcement officer or military policeman or six (6) months experience as security officer engaged in functions related to detaining civil or administrative detainees.
  • Must have at least two years experience as a detention supervisor; or two years experience as a Corrections Transport Supervisor
  • Clear criminal history; no felonies or Class A misdemeanors.
  • Must have and maintain a current/valid Class B Commercial Drivers License with passenger and air brake endorsements. Class A Commercial Drivers License with passenger endorsement is acceptable. Must maintain a safe driving record.
  • Must have and maintain a valid Texas State Level 3 Armed Guard permit.
  • Must pass a background investigation and obtain a security clearance.

Language Skills. Able to:

  • Write clearly and concisely using acceptable grammar punctuation and spelling; write organized complete accurate and factual reports.
  • Communicate in English using complex sentences using normal word order with present and past tenses.
  • Express and exchange ideas via spoken word during activities where they must convey details or important spoken instructions to others accurately sometimes quickly and loudly.
  • Understand and apply written and verbal orders rules and regulations.

Physical Demands. Able to:

  • Perceive the nature of sounds with no less than 40 dB loss at Hz 1000 Hz and 2000 Hz with or without correction.
  • Receive detailed information through oral communication.
  • Maintain a minimum standard of visual acuity with or without correction enabling the employee to complete clerical tasksand observe detainees.
  • Stoop kneel crouch reach push pull lift grasp and be able to perceive the attributes of an object such as size shape and temperature.
  • Move wrists hands and/or fingers frequently and regularly.
  • Occasionally exert up to 100 pounds of force. This may include but is not limited to all use of force and restraint techniques.
  • Adapt to temperature changes (including extreme heat).
