Job Duties
The Virginia Workers Compensation Commission is seeking a strategic mission-driven leader to serve as Director of the Virginia Victims Fund/Criminal Injuries Compensation Fund (CICF) in a critical statewide program that provides financial assistance to victims of crime. Reporting directly to the Executive Director this role serves as both a strategic advisor and operational leader guiding program direction while ensuring services are delivered efficiently fairly and in compliance with all laws and policies.
The Director will oversee all aspects of program operations including performance management policy development and continuous improvement efforts to enhance service delivery. This role requires a strong communicator and relationship-builder who can represent the agency at state and federal levels collaborate with key partners such as the Crime Victims Ombudsman and the Office of the Attorney General various community stakeholders state agencies and lead a high-performing team with clarity purpose direction and results.

VWC Compensation Structure
Virginia Workers Compensation Commission is an independent agency which allows us to have a more competitive and unique pay structure. This position is a pay grade 12 based on a 14 grade pay structure. Our positions are not classified under DHRMs pay bands.
Telework Structure
Our agency is currently using a hybrid model for teleworking. Our positions currently are not 100% we do have a liberal telework policy in place and all candidates would be expected to report to our Headquarters as requested. Telework scheduling is at the discretion of the positions supervisor the Executive Director based on the business needs of the department. Upon hire candidates should expect to have all training and orientation conducted at the Headquarters Office or as required.

Minimum Qualifications
Working knowledge of the Virginia Victims of Crime Act crime victims issues the Virginia criminal justice system and business and management principles involved in strategic planning resource allocation human resources management customer service policy development conflict resolution and project management.
Experience with state and federal funding sources; managing a staff of professional and support personnel; program management development and implementation; applying statutory and administrative law; working with appointed and elected officials; and writing and monitoring federal grants.
Demonstrated ability to set program priorities; interact with individuals from diverse backgrounds
Experience developing monitoring budgets and project expenditures and revenues; grants management experience.
Possess stronger skills in managing supervising motivating coaching and developing Team Members to achieve superior performance and results.
Demonstrate the ability to apply a wide range of rules and regulations essential to claims processing; and manage multiple tasks with strong attention to detail.
Possess strong public speaking; organizational analytical and oral and written communication skills; make presentations to the Team agency leadership and appointed/elected officials.
Working knowledge of Microsoft applications including Outlook Power Point and Excel; Word ; data entry and retrieval from computer databases; and Internet research principles.
