The Service & Team:
Democratic Services is part of the Legal and Assurance Service and sits at the centre of the Councils democratic decision making process through its support of the wide range of Council Committees. The team has a wide range of customers including elected Members; senior officers of the Council; partners stakeholders and the public. It also provides the independent clerking service for education admission appeals; manages the Members Allowances Scheme; facilitates and coordinates Member induction and development and provides lead support to the civic function of the Council and the Lord Lieutenant.
The Role:
As Democratic and Governance Officer you will be responsible for providing comprehensive support to elected Members and officers involved in executive decision making by the Cabinet and the delivery of the Overview and Scrutiny and Audit functions. This will include preparing agendas reports and minutes; providing constitutional and other procedural advice both outside and during Committee meetings; supporting work programming through managing events and subsequent publication of work programmes; managing working relationships between the Cabinet/Overview and Scrutiny and Audit functions; enabling public and stakeholder participation in meetings and developing and delivering training relevant to your areas of responsibility.
This is a public/customer-facing role where the statutory English language requirement for public sector workers applies.
Working Pattern:
The post is a full time position 37 hours a week Monday to Friday. The worker style is based anywhere and comprises hybrid working both from home and the office. Attendance in person is required for formal Committee meetings; team meetings and other collaboration events.
Flexible working options are available for this role such as compressed hours.
What youll need to succeed:
You will need to demonstrate wide ranging experience of the democratic process in a similar role including working knowledge of relevant legislation including the Local Government Act 2000. Advanced knowledge and skills to prepare format organise and dispatch agendas is vital to the delivery of the role as is the ability to provide procedural advice to elected Members officers and the public. Experience in making presentations and the delivery of training are also important to the delivery of the role.
You will need a degree or equivalent in an appropriate subject and proven IT experience.
