POSITION TITLE:LICENSURE SPECIALIST REPORTS TO:DIRECTOR OF HUMAN RESOURCES
OVER-TIME STATUS:EXEMPT PAY GRADE: 219
JOB SUMMARY:
Responsible for the licensure process for all professional level instructional staff. Assist with the development and maintenance of Human Resources programs for the school division to include: recruitment staffing pre-employment background checks classification compensation new employee onboarding staff training professional development and other related work as required. Work is performed under the supervision of the Chief Human Resources Officer or Designee.
ESSENTIAL DUTIES:
- Analyzes credentials of prospective administrative/instructional employees.
- Procures college/university program information Educational Testing Services exam information for employees/public; distributes as necessary;
- Confirms completion of advanced degrees for Virginia Department of Education licensed teachers and administrators.
- VDOE-supported licensure actions: Receive review and submit transcripts College Verification forms Report on Experience forms and other paperwork necessary to secure a valid license add and remove endorsements degrees license renewals and extensions name changes and modification or conversion of licenses.
- The department distributes reviews and submits licensure forms to employees as needed.
- Provides licensure counseling by conducting informal transcript evaluations to employees/public in route to obtaining licensure eligibility and/or additional endorsements;
- Support PPS Grows initiatives
- Advise HR administrators and principals of licensure staffing changes and subsequent actions;
- Collaborates with the Coordinator for Health Physical Education & Wellness to organize First Aid CPR and AED hands-on training for licensure purposes.
- Coordinates the placement (i.e. observations practicum guidance interns and student teachers) of university students throughout the school division.
- Maintain and track license renewal and extension data.
- Submits endorsement evaluation requests to the VDOE on behalf of current employees.
- Keeps abreast of Virginia Code and Laws and General Assembly changes as they occur.
- Attends regional licensure meetings.
- Attends PPS HR functions i.e. retirement banquet teacher of the year banquet.
- Collaborate with other departments to ensure the accuracy and issuance of teacher contracts.
- Serves as liaison between the school division and VDOE.
- State reporting to include: National Board Certification Critical Shortage STEM Grant PEC/EOY and Data Collection for new teachers; Additional Reporting as required.
- Provides effective customer service to all employees and the public to support the mission of the Department of Human Resources using School Board policies and procedures and effective human resource management practices;
- Maintains effective working relationships with colleagues through courteous constructive and professional interactions. Supports the team approach by responding to unplanned events or changes in work priorities with flexibility and cooperation;
- Assists with special projects as directed by researching compiling and analyzing human resources information and data;
- Participate in various task forces committees and project teams as directed;
- Assists with employee recognition events including but not limited to: teacher of the year reception and retirement banquet;
- Performs related tasks as required.
JOB SPECIFICATIONS/PHYSICAL REQUIREMENTS:
Thorough knowledge of staff certification and renewal methods processes and procedures; thorough knowledge of required records preparation and maintenance. Knowledge of human resources administration including knowledge of accepted methods and practices of recruitment and selection classification compensation training testing and research techniques; thorough knowledge of principles of school division organization and administration; ability to establish and maintain effective working relationships with job applicants departmental supervisors teachers other employees and the general public; ability to perform a variety of difficult tasks; ability to express ideas clearly both orally and in writing.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken work levels; visual acuity is required for preparing and analyzing written and/or computer data determining the accuracy and thoroughness of work and observing general surroundings and activities. The worker is not subject to adverse environmental conditions.
EDUCATION AND EXPERIENCE:
Bachelor Degree in personnel or educational administration or related field and extensive professional experience in public personnel management.
A comparable amount of training and experience may be substituted for the minimum qualifications.
