Position Summary:
The Chief Medical Scientist Laboratory Informatics will provide strategic scientific leadership for the development governance and optimisation of digital systems supporting Laboratory Medicine at Beaumont Hospital.
The post holder will act as the senior scientific authority for laboratory informatics overseeing the safe implementation integration and governance of Laboratory Information Systems (LIS) diagnostic technologies and advanced laboratory data platforms.

Key Duties & Responsibilities:
Strategic Leadership in Laboratory Informatics
Provide strategic leadership for the development and governance of laboratory digital systems supporting diagnostic services across Beaumont Hospital.
Act as the senior subject matter expert in laboratory informatics advising hospital leadership on digital laboratory strategy.
Lead the optimisation configuration and governance of Laboratory Information Systems including Cerner Millennium / PathNet / MedLIS or equivalent platforms.
Support the integration of laboratory systems within the hospitals wider electronic health record and clinical information ecosystem.
Digital Transformation & Systems Implementation
Lead and support the implementation upgrade and optimisation of laboratory digital systems including LIS replacement programmes and enterprise clinical systems.
Manage complex digital transformation initiatives involving laboratory services ICT directorates clinical teams and external vendors.
Develop implementation strategies governance frameworks and validation protocols for laboratory ICT projects.
Ensure digital solutions support safe clinical workflows diagnostic efficiency and high-quality laboratory operations.
Laboratory Data Architecture & Cloud Platforms
Lead the design and development of laboratory data architecture supporting reporting surveillance analytics and research.
Support the development and implementation of cloud-based data platforms and reporting environments supporting laboratory management reporting and operational analytics.
Ensure appropriate governance for laboratory data within cloud and hybrid infrastructures.
Work with ICT teams to support secure migration of laboratory reporting and analytics environments to modern cloud-based architectures.
Genomics & Advanced Diagnostic Technologies
Provide scientific leadership in the integration of genomic and molecular diagnostic data within laboratory digital systems.
Support the development of informatics infrastructure required for next-generation sequencing and genomic medicine programmes.
Ensure appropriate governance data management and reporting frameworks for advanced diagnostic technologies.
Quality Management Systems & Accreditation
Ensure laboratory digital systems comply with INAB accreditation standards (ISO 15189).
Support the development and maintenance of Quality Management Systems (QMS) relating to laboratory informatics.
Oversee system validation change control processes and documentation required for accredited laboratory systems.
Support internal and external audits relating to laboratory digital systems.
Risk Management & Regulatory Compliance
Lead the identification and management of risks associated with laboratory digital systems.
Develop and maintain risk assessments mitigation strategies and incident response procedures for laboratory ICT infrastructure.
Ensure compliance with:
o ISO 15189 accreditation standards
o GDPR and data governance legislation
o HSE and national cybersecurity frameworks
o Clinical safety standards relating to health IT systems.
Systems Integration & Interoperability
Oversee integration between laboratory systems and enterprise healthcare systems including:
o Electronic Health Records
o Order Communications systems
o Clinical data repositories
o National digital health systems.
Work with ICT integration teams to ensure secure accurate and reliable exchange of laboratory data between systems.
Stakeholder Engagement
Act as liaison between:
o Laboratory Medicine Directorate
o Hospital ICT Directorate
o Clinical stakeholders
o National digital health programmes
o External technology vendors.
Facilitate collaboration across clinical technical and operational teams to ensure laboratory systems meet organisational and patient care requirements.
Staff Leadership & Workforce Development
Provide leadership and mentorship to laboratory staff involved in informatics and digital systems.
Promote development of laboratory informatics capability within the scientific workforce.
Support multidisciplinary collaboration between laboratory ICT and clinical teams.
Strategic Development of Digital Laboratory Services
Contribute to the strategic development of digitally enabled laboratory services.
Support alignment with national healthcare initiatives including:
o Digital health strategies
o national laboratory system programmes
o integrated clinical data platforms.

Selection Criteria: Selection criteria outline the qualifications skills knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Applications will be assessed on the basis of how well candidates satisfy these criteria. Mandatory: CORU registration as a Medical Scientist or eligibility for registration. FACSLM Relevant third-level qualification in a Biomedical Science discipline. Significant experience in laboratory informatics laboratory digital systems or health information systems. Desirable Postgraduate qualification in Health Informatics Bioinformatics Information Technology or Digital Health. Qualification in Project Management (PRINCE2 or equivalent). Experience in genomics informatics. Experience implementing or managing Cerner Millennium / PathNet / MedLIS or equivalent laboratory systems. Experience Essential Extensive experience working within hospital laboratory services. Demonstrated experience in laboratory information systems implementation or management. Experience managing complex digital transformation projects within healthcare environments. Experience working across multidisciplinary clinical and technical teams. Desirable Experience supporting ISO 15189 accreditation processes. Experience implementing clinical data reporting and analytics platforms. Experience working with cloud-based healthcare data platforms. Experience supporting genomic or advanced diagnostic technologies.
