Explosives Training Specialist

Job Summary
We have an opening for a Explosives Training Specialist to support Department of Energy (DOE) regulatory requirements and operational needs. The program ensures personnel are trained and certified to work safely with and around explosives. You will conduct training needs analyses and design develop implement evaluate and maintain courses in collaboration with Subject Matter Experts for high-risk environments. Occasional travel may be required. This position is in the Explosives Training Program within the Strategic Deterrence Directorate.
This position may offer a hybrid schedule which includes the flexibility to work from home one or more days per week after a probationary period. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role you will
- Apply a systematic approach to training including job task analysis develop design criteria using established training templates develop training curriculum and implement using standard templates.
- Develop review and evaluate course objectives and content with stakeholders to ensure regulatory and policy compliance.
- Conduct training needs assessments and present findings and recommendations to management using established processes.
- Consult with and collaborate with subject matter experts to identify development needs and propose targeted training solutions.
- Analyze training data and test results to assess program and instructor effectiveness and prepare reports with clear recommendations.
- Interpret regulations with subject matter experts to define organizational training requirements and ensure compliance with Department of Energy (DOE) Department of Transportation (DoT) and other applicable regulations codes and standards.
- Partner with stakeholders and management to align training programs with organizational strategies and operational needs.
- Administer day-to-day operations of training and development programs including scheduling documentation and tracking.
- Perform other duties as assigned.
Additional job responsibilities at the H04.3 level
- Execute a systematic approach to training including independently performing gap analyses for training programs designing and developing course curriculum creating new training materials and evaluation metrics.
- Apply advanced knowledge of training principles concepts standards processes and systems.
- Use evaluation data to drive training and development decisions and influence stakeholders.
- Develop and track performance and effectiveness metrics for training initiatives.
- Serves as a knowledge leader and provides input to management on policy changes.
- Train and mentor team members on technical skills as needed.
Qualifications :
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelors degree in Education Organizational Development Training and Development Instructional Design or related field or equivalent combination of education and experience.
- Comprehensive knowledge of and experience evaluating training needs and designing developing and implementing training solutions.
- Experience applying Instructional Systems Design methodologies and needs analysis principles.
- Experience working both independently and in a team environment with a broad cross section of stakeholders.
- Experience using computer software and multimedia tools to design deliver and support training.
- Strong analytical decision making and problem-solving skills to recommend and implement solutions to moderately complex problems.
- Proficient verbal and written communication skills to collaborate in a team environment present technical information develop new training materials and facilitate training activities.
- Ability to travel to off-site locations and facilitate training ensure consistent communication and maintain accurate curriculum and documentation for instructors and students.
Additional qualifications at the H04.3 level
- Advanced knowledge and understanding of training industry principles concepts practices standards processes and systems.
- Demonstrated project management experience leading individual projects.
- Ability to influence others internally toward a workable approach to tactical issues.
- Advanced verbal and written communication skills to collaborate effectively present technical information develop new training materials and facilitate training activities.
Qualifications We Desire
- Masters degree in Instructional Technology and/or Bachelors degree in a technical discipline or equivalent combination of education and related experience.
- Operational experience working with explosives in high hazard environments.
- Experience designing and developing training programs in regulated environments.
- Familiarity with DOE STD 1212 Explosives Safety ES&H and RCRA requirements.
Pay Range
$95820 - $140712 Annually
$95820 - $117312 Annually for the H04.2 level
$114900 - $140712 Annually for the H04.3 level
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
