The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the states public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

Description of Work

The primary purpose of this position is to support the Financial and Business Services operations to meet the business needs of the Department of Public Instruction. This includes providing independent consultation to DPI leadership and directors; assessing and analyzing current processes and data to ensure there is integrity in the financial systems and integration with the program divisions; preparing fiscal notes in response of Rules; and creating and documenting programs and processes.

Job Responsibilities:

Support the Financial Business Services area in assessing and analyzing current processes projects and data.

Analyze the cause of inconsistencies in the data identifying the root cause and presenting a solution. These data may be from systems internal and/or external to DPI with a specific emphasis on newly modernized systems.

Evaluate the current processes impacting FBS document the processes and provide recommendations to improve the process. Upon the approval of the director of school business implement the recommendations including developing necessary policies.

Consult with stakeholders both internally and externally to DPI to assess the impact of projects on these stakeholders.

Support the Financial and Business Services area on special projects as assigned by the senior director of school business and/or chief financial officer.

Develop a plan to complete the projects timelines and progress reports. Initiate progress reports both verbally and in written form.

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $67122.00 - $93000.00

Management Preferences:

  • Experience with and Microsoft Office Suite product and/or financial systems.
  • Experience in analyzing data and using tools such as SQL R Python Power BI Power Query MS Access.
  • Experience in written communication and program reports including experience in consulting project management or a similar field.

Office Information:

The Office of School Business of the Department of Public Instruction has four sections: Reporting and Analysis (12 staff) Monitoring and Compliance (11 staff) School Allotments (5 staff) and Program Support/Special Projects (8 staff). Overall this area services the entire agency the 115 Local Education Agencies (LEAs) all charter schools and other educational entities the State Board of Education the Governors Office the General Assembly and the taxpayers of North Carolina. It has the oversight of over $10.5 billion in State dollars $3 billion of federal funds $2.5 billion of capital funds as well as other federal programs such as School Nutrition services etc. This division is responsible for the State Public School Fund Budget the allocations of funding to Public School Units and nonprofits; collecting and accounting for the expenditures; the monitoring and compliance of the use of the funds; the analysis and reporting of the financial personnel and aggregate student data; the development of the policies related to public school salary allotments of State and Federal funds and Student accounting.

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
