Job Description:
- The Project Controls Specialist provides comprehensive project control management across the full lifecycle of capital and operational projects. This includes cost and schedule development performance tracking forecasting and analytical support to ensure effective project delivery. The role partners closely with Project Managers Engineers and internal stakeholders to maintain scope integrity financial accuracy and overall project health.
Key Responsibilities:
- Develop maintain and manage project cost and schedule baselines throughout the full project lifecycle.
- Support Project Managers/Engineers with scope definition verification change management and overall financial governance.
- Work collaboratively with Field Cost Control Analysts and functional stakeholders to validate field-incurred and indirect costs against budgets and monthly forecasts.
- Prepare expenditure profiles workforce histograms capital cost comparative estimates and monthly program forecast summaries.
- Provide cost estimating support to internal teams to strengthen departmental cost control processes.
- Track analyze and report on Key Performance Indicators (KPIs) to support continuous improvement in project execution.
- Generate recurring and ad hoc analyses including charts dashboards summary tables and presentation materials.
- Produce comprehensive project status reports including variance analysis with clear explanations and actionable insights for Senior Leadership and Project Management.
- Develop and refine templates tools and procedures to support project teams in applying the Gating Controls Process.
- Contribute to refining internal project control frameworks reporting standards and best practices.
- Utilize Earned Value Management (EVM) techniques to assess project performance (preferred).
Qualifications:
- A diploma degree or related construction or operational training and/or experience.
- Minimum of 7 years of previous related experience or equivalent combination of education and experience.
- Construction experience related to cost and scheduling controls of multi discipline projects. Industrial Construction experience and interfaces with the Engineering Procurement Contracting Execution and Commissioning phases of the project are highly desirable.
- General understanding of pipeline and terminal operations.
- Excellent oral and written communications skills.
- High proficiency with MS Excel (v-lookups pivot tables etc.)
- Software experience with: MS Office Suite and Oracle or SAP.
- Power BI experience a plus
- EcoSys experience is a plus
- Understanding of Earned Value Management techniques for tracking project performance preferred
- Problem solving decision-making organization planning and leadership skills.
- Collaborative team- and service-oriented work style.
