- DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of1 Business Analyst 3 hereafter referred to as Candidate(s) who meets the general qualifications ofBusiness Analyst 3 Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered works made for hire and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions which occur during the process of selecting a Candidate(s).
The Department of Information Resources (DIR) requires the services of 1 Business Analyst 3 hereafter referred to as Worker who meets the general qualification of Business Analyst 3 and the specifications outlined in this document for the above-named customer.
Reviews analyzes and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping and reengineering. Prepares solution options risk identification and financial analyses such as cost/benefit ROI buy/build etc. Writes detailed description of user needs program functions and steps required to develop or modify computer programs.

Prepares solution options risk identification and financial analyses such as cost/benefit ROI buy/build etc. Writes detailed description of user needs program functions and steps required to develop or modify computer programs. 8 or more years of experience relies on experience and judgment to plan and accomplish goals independently performs a variety of complicated tasks a wide degree of creativity and latitude is expected. Min 5 years of experience served as a liaison between the Business community and Customer IT Teams (i.e. Architecture Project Delivery Application Sustain etc.). Strong experience as a Data Analyst in analyzing raw data and as a Business Analyst in requirements gathering understanding technology and any project management experience

8 | Extensive skill in planning and organizing work to meet goals and complete multiple assignments without compromising accuracy. | |
8 | Thorough knowledge of software development lifecycle methodologies. | |
8 | Extensive skill in effective verbal and written communications with both IT and business professionals and clients. | |
8 | Preferred | Experience with the implementation of case management systems. |
8 | Preferred | Experience with Jira project management software. |
OF SERVICE
Services are expected to start 04/13/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1200 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
- WORK HOURS AND LOCATION
The primary work location(s) will be at 701 W. 51st Austin Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense.Texas Health and Human Services Commission will provide pre-approved written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission
