Job Title: Azure Solutions Architect and Administrator

Overview:
The State of Mississippi Department of Finance and Administration (DFA) is seeking a highly skilled and experienced Azure Solutions Architect and Administrator to lead the agencys cloud transformation initiatives. This role is critical to the design strategy and hands-on execution of migrating enterprise systems-including the state payroll system (SPAHRS)-from on-premises zLinux mainframes to secure and scalable Azure cloud platforms.
You will serve as the primary technical authority for Azure adoption working closely with DFAs technical teams to develop IaaS/PaaS solutions implement automation and ensure robust cloud governance. This position requires a blend of strategic vision and technical depth to not only execute the migration but also to empower internal staff to manage the environment long-term through effective knowledge transfer.
Key Responsibilities:
- Architecture & Strategy: Design and oversee the adoption of Azure public cloud solutions establishing strategy policy and governance aligned with the Microsoft Cloud Adoption Framework.
- Migration Leadership: Develop and execute comprehensive migration plans for complex enterprise systems including the SPAHRS payroll system from on-premises zLinux environments to Azure.
- Implementation: Architect and deploy Azure-based IaaS and PaaS solutions. Implement automation for provisioning configuration management and lifecycle tasks using Infrastructure as Code (IaC).
- Integration & Security: Integrate hybrid environments and containerized workloads. Drive decisions regarding cloud security privacy and compliance to meet state standards.
- DevOps & QA: Utilize Azure DevOps for end-to-end lifecycle management including Test Plans Pipelines and Boards to ensure quality and efficient delivery.
- Knowledge Transfer: Work closely with DFA staff to provide expertise and support knowledge transfer enabling internal teams to manage and sustain cloud services post-migration.
Mandatory Qualifications:
- Education: Bachelors degree in Computer Science Information Technology or a related field from an accredited institution.
- Experience: Minimum of 5 years of direct experience in each of the following:

- Creating Azure environments and migrating systems/services from on-premises to the cloud.
- Azure Solutions Architecture.
- DevOps engineering.
- Driving cloud security privacy and compliance decisions.
- Network administration.

- Advanced knowledge of Windows Server ().
- Advanced knowledge of Azure Architecture and the Microsoft Cloud Adoption Framework for Azure.
- Advanced experience with Azure DevOps (Test Plans Pipelines Boards).
- Soft Skills: Excellent English-speaking and written communication skills; demonstrable experience in documentation and knowledge transfer.
Preferred Qualifications:
- Experience with Linux operating systems specifically zLinux Red Hat and SUSE.
- Proficiency in PowerShell for automation.
- Mainframe administration experience.
- Familiarity with AI machine learning and application monitoring tools in the cloud.
Work Schedule:
- Standard hours: Monday - Friday 8:00 AM to 5:00 PM.
- Off-hour work for testing patching and migration activities is required.
- Occasional overtime may be necessary.
