Responsibilities
- Lead a team of technical professionals to deliver mega project of concrete enhancement work and other major civil asset replacement projects from developing specifications to managing works executions for satisfactory resolution of all matters including safety design outputs works programme and interfaces with other systems and statutory authorities
- Formulate pre-qualification framework and tender specifications as well as conduct Tender Assessment and Performance Review for all contracts of works
- Oversee submissions by consultants and contractors as well as their approvals to ensure compliance with statutory and corporate requirements conduct regular review of the work progress and performance with recommended improvement measures
- Act as Engineers Representative to undertake roles & responsibilities in the conditions of contract manage project progress and works programme for identifying potential risks of brownfield works in the operating railway with recommendation of preventive and mitigation measures
- Engage and liaise with both internal and external stakeholders to deal with public sensitive matters maximise working window ensure timely completion of works and application of advanced methodologies and technologies with productivity gain
- Manage cost control systems ensure consistent contract administration and take lead in negotiation with the contractors for cost-effective delivery of works
- Take charge of project meetings with contractors and various relevant parties in relation to the works
- Ensure the accuracte input of contract works records and asset management records within the relevant in-house system and implement Asset Life extension with concrete enhancement works as whole project life cycle
- Take up Authorized Signatory (class 2 or above) role for assigned subsidiary of Registered Minor Works Contractor
Requirements
- Degree in Civil or Structural Engineering or a related discipline
- A minimum of 15 years relevant working experience of which at least 6 years should be at managerial level
- Possession of Corporate Membership of a recognised professional institution
- Solid experience in design construction and maintenance of civil concrete and steelwork structures
- Strategic leadership capability excellent stakeholders management and decision-making skills
- Good project management and contract administration skills
- Experience in Registered General Building Contractor or Registered Minor Works Contractor is an advantage
