Position Overview
Reporting directly to the Managing Director this Group-level leadership role is a key pillar within the organizations top management structure. The Head of Group HSE is responsible for defining and strengthening the Health Safety & Environment (HSE) vision across all businesses subsidiaries joint ventures and value chains.
The role ensures full regulatory compliance while fostering a proactive and transparent HSE culture across the Group. Leading an independent HSE Division the incumbent will design and implement robust systems to safeguard people assets the environment and the organizations reputation.
This position provides corporate-level strategic direction and presents quarterly performance updates risk assessments and key initiatives to the Leadership Team and Board of Directors.
Qualifications and Competencies
Candidates must possess a Bachelors degree in Engineering preferably Chemical Engineering from a reputable institution. Additional qualifications or certifications in HSE Process Safety Risk Management or related fields will be preferred.
The ideal individual will demonstrate:
- Deep expertise in HSE governance systems development incident prevention process safety contractor safety and regulatory compliance.
- Proven capability to manage complex operating environments within oil & gas petrochemical or process industries.
- Strong command of international standards codes and industry best practices (ISO 14001 ISO 45001 process safety frameworks transport safety systems FEED-to-commissioning HSE processes).
- Ability to inspire influence and develop high-performing HSE teams while fostering a Group-wide culture of safety leadership and accountability.
- Strategic leadership skills to align HSE priorities with corporate objectives long-term sustainability goals and resilience frameworks.
Experience
- Minimum 20 years of Oil & Gas / Petrochemical sector experience in operations engineering and HSE leadership roles.
- At least 5 years at the Head of HSE / Divisional HSE leadership level managing large teams of mid-career professionals and specialists.
- Hands-on experience in developing and implementing HSE systems at the corporate scale covering operations project life cycles process safety asset integrity transport safety and regulatory compliance.
Responsibilities
- Develop institutionalize and sustain a Group-wide HSE Framework ensuring integration of HSE practices across operations projects logistics and corporate functions.
- Lead the establishment and continuous enhancement of Corporate HSE Regulations standards and assurance mechanisms aligned with global benchmarks and applicable local/international laws.
- Provide strategic guidance to the Leadership and Board of Directors through structured updates on HSE performance risks and mitigation strategies.
- Oversee and strengthen the Group Process Safety Management System ensuring robust hazard identification risk assessments and accident barrier management.
- Lead stakeholder engagement with internal and external bodies including regulatory authorities (OGRA EPA Ministry of Petroleum Department of Explosives) and JV partners to ensure full compliance and alignment.
- Promote a generative and proactive HSE culture at all organizational levels ensuring transparent governance and visible management commitment.
- Drive the development and execution of Business Continuity & Resilience Plans ensuring organizational preparedness for disruptive events.
- Lead the implementation of Companys Sustainability ESG and Climate Action initiatives in alignment with international commitments and long-term corporate objectives.
- Ensure robust HSE systems for all Greenfield and Brownfield projects covering all stages from concept and FEED through execution and commissioning.
- Govern the Management of Change (MoC) framework to ensure disciplined control and safe management of operational technical and organizational changes.
- Lead HSE performance management across the Group including annual goals KPIs reporting and continuous improvement across all operational sites.
- Oversee the achievement and maintenance of external certifications (ISO 14001 ISO 45001 ISO 9001) and the Group Integrated Management System.
- Manage the Divisions CAPEX and OPEX plans ensuring efficient utilization and alignment with strategic HSE priorities.
Essential Requirements
- Strong command of petroleum industry HSE systems regulatory frameworks risk management methodologies and process safety principles.
- In-depth understanding of refinery pipeline petrochemical and terminal operations including major accident hazard prevention systems.
- Hands-on expertise in HSE management for large-scale projects across their lifecycle (concept to commissioning).
- Demonstrated ability to lead independent assurance teams influence cross-functional decision-making and uphold transparent HSE governance.
