Job Summary

Introduction

Delawares Attorney General the States chief law enforcement officer has a broad responsibility to combat crime uphold civil rights safeguard families fight fraud and protect consumers in the First State.

In meeting this mission Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal Civil Family Fraud and Consumer Protection and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion.

Deputy Attorneys General with critical support from criminal special investigators victim service specialists paraprofessionals and administrative staff prosecute criminal cases enforce consumer laws provide counsel to state agencies ensure the publics access to open government protect the abused and much more.

Summary Statement

The Delaware Department of Justice is seeking a dedicated individual toserve as the Director of Special Investigations within the AdministrativeDivision.


The Director of Special Investigations will manage their own caseload while also providing leadership and direction to the Special Investigations Unit. This includes supervising daily operations assigning and reviewing workloads coordinating schedules and ensuring continuous coverage of services. The Director will also assist in setting and implementing various program objectives and play a key role in staff training development and performance management.


The Director will serve as a liaison to external law enforcement agencies and other partners in the criminal justice system as well as multidisciplinary teams and community committees and will represent the Attorney General and the Department of Justice in various public and professional settings.


This position requires a high degree of professionalism discretion in handling sensitive matters and the ability to lead in a fast-paced environment with shifting priorities. The Director is expected to foster a collaborative team atmosphere within the Department of Justice and with external partners and uphold the highest standards of service throughout the criminal justice process.

Essential Functions

CaseManagement Responsibilities

  • Carries a caseload and provides direct investigative services.
  • Applies laws regulations and policies in conducting criminal regulatory or administrative investigations.
  • Conducts interviews to obtain information and testimony on a variety of investigations.
  • Conducts threat assessment investigations to determine threat kevel and mitigation as necessary.
  • Documents information in memos and reports to provide information to decision makers.
  • Provides executive level briefings to executive staff to provide accurate concise and clear information to assist in decision making.



Supervisoryand Program Oversight Responsibilities

  • Supervises and monitors Special Investigations Unit staff and productivity; provides direction to at least two full-time special investigative positions two administrative specialists and three civilian investigators.
  • Provides guidance and expertise for discussions and policy regarding office and site safety.
  • Exercises full scope of supervision including planning assigning reviewing evaluating coaching training and recommending hiring discipline or termination.
  • Recommends revisions to policies and operating procedures to enhance department efficacy.
  • Interprets and communicates state and federal regulations to staff ensuring compliance in all service areas.
  • Develops and updates training materials forms manuals and other resources for staff and program operations.
  • Performs other related casework duties as assigned.

Job Requirements

JOB REQUIREMENTS for Director of Special Investigations

Applicants must have education training and/or experience demonstratingcompetence in each of the following areas:

1.Possession of a current POSTCertification.

2.Currently qualified with a firearmwith optics.

3.Possession of a valid driverslicense.

4.Practical experience with LEISSDELJIS Memex and other law enforcement databases.

5.Experience with working with alliedlaw enforcement agencies in a cooperative manner to conduct investigationswork on policy matters and work collaboratively to solve complex problems.

6.Knowledge of staff supervisionacquired through course work academic training provided through an employeror performing as a supervisor; OR supervising staff which may include planningassigning reviewing and evaluating the work of others.

7.Demonstrated experience in providingtraining and education on a variety of law enforcement or management trainingcourses.

  • This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment in accordance with Title 29 Chapter 59 and Title 19 Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.
