Position Title:

CHIEF HUMAN RESOURCE OFFICER (CHRO)

Key Responsibilities:

Strategic Role:

  • Participate in and lead Human Resource (HR) strategy formulation in consultation with senior management ensuring HR initiatives are fully aligned with organizations vision mission and strategic objectives.
  • Develop and articulate a clear HR philosophy that will guide the companys approach to managing its human capital.
  • Lead the HR department and play a pivotal role in facilitating organizational change initiatives.
  • Ensure the effective implementation of HR strategies by establishing departmental accountabilities in areas such as manpower planning career management learning and development compensation and benefits employee relations and monitoring and establishment and services.
  • Lead the process of inculcating a performance driven culture and values and introduce business process re-engineering for a lean and dynamic organizational structure.
  • Develop and implement a competency framework that supports the companys ambitions to continually improve employee skills and align them with organizational needs.
  • Ensure the successful implementation of automated HR management systems to leverage process automation and data-driven decision-making.

Operational Role:

  • Ensure that all HR policies and procedures are aligned with the companys strategic goals comply with applicable national labor laws and reflect global best practices in HR management.
  • Introduce a self-sustained mechanism of designing implementing and continuously reviewing HR policies to enhance employee development and organizational effectiveness.
  • Spearhead the development and implementation of a performance management system that aligns with organizations core values and strategic objectives ensuring that employees have well-defined performance goals and are fully engaged in driving organizational success.
  • Play a pivotal role in crafting and executing learning and development programs that are strategically aligned with company goals. Regularly assess and refine these programs to ensure they effectively meet organizational needs and foster continuous talent management.
  • Oversee the preparation and execution of a comprehensive manpower plan grounded in the requirements identified by each department aligned with the approved organizational structure and/or strategic re-orientation.
  • Oversee the review and improvement of recruitment and selection processes revise the compensation structure and develop motivational plans to ensure employee retention.
  • Lead the formulation and execution of the company compensation and benefits strategy and ensure its alignment with the overall HR strategy and legislative and regulatory requirements.
  • Handle employee relations with strategic foresight leading negotiations from both operational and strategic perspectives to foster a positive work environment.

Supervision and Management Role

  • Monitor and manage all employee movements including onboarding transfers promotions replacements and other requests ensuring compliance with organizational policies and alignment with the approved manpower plan.
  • Lead the design development and implementation of organizational development initiatives aimed at enhancing process efficiency and optimizing human capital growth.
  • Provide expert advice on organizational development matters to senior management ensuring that recommendations align with the companys strategic objectives.
  • Supervise the development and refinement of job descriptions for newly established or significantly altered positions ensuring adherence to company standards and alignment with the approved organizational structure.
  • Review and assess all proposals for organizational change submitted by departments and division managers offering expert guidance and recommendations to ensure that changes are strategically aligned and executed effectively within a controlled framework.
  • Oversee and review all proceedings related to employee grievances ensuring they are handled in accordance with organizational policies.
  • Collaborate with all department heads to realize PMS initiative through goals setting and establishing KPIs for employees.
  • Review performance audits conducted by the Performance Assessment Department identify discrepancies and provide recommendations and comments to address any identified gaps.
  • Endorse and authorize Performance Evaluation Reports for all direct subordinates.
  • Critically review and evaluate the Performance Evaluation Reports of direct reportees.

Requirements:

Education:

  • Minimum Bachelors degree in Human Resource Management Business Administration Public Administration or social sciences from a reputed HEC recognized national or international institution.
  • Preferably advanced degree in a relevant field international qualification international experience or membership of professional HR organizations.

Experience:

  • At least 20 years of relevant post-qualification experience including 3 years in a senior executive leadership role reporting directly to the head of HR or CEO of a large public or private sector organization.
  • Excellent communication negotiation conflict resolution and leadership skills.
  • Proven track record of working in teams achieving management objectives and maintaining effective liaison with stakeholders.
  • Complies with the Fit and Proper Criteria prescribed in Schedule IV of the State Owned Enterprises (Governance and Operations) Act 2023.

Term and Compensation:

  • Contract Tenure: Initial appointment for 3 years renewable based on performance under the relevant provisions of the State-Owned Enterprise (SOE) (Governance and Operations) Act 2023
  • Compensation: Competitive and commensurate with experience
  • Benefits: Performance incentives health benefits and other privileges as determined by the Board
