Description of Work
This is supervisory administrative and hands on technical work in the management of routine construction maintenance repair operations for minor construction programs and/or at a small sized facility/agency of moderate complexity with a limited number and variety of buildings and structures; or at a larger facility/agency of lessor complexity and variety. The population served by the facility/agency may cause the use of special maintenance measures and security related procedures and materials.
Positions supervise plan review and evaluate the work of subordinates; assist in screening interviewing and the selection of applicants; provide on-the-job and outside training; counsel and administer limited discipline to subordinates; and develop and make adjustments to the shorter term assignments schedules and priorities. Positions are working supervisors and normally participate in most of the construction maintenance repair and minor renovation work to buildings equipment and utility systems. Work normally includes making the final technical decision in a wide variety of trades; administering the work order system; maintaining stock control procedures for tools parts and supplies; and advising management concerning the technical aspects of maintaining replacing or renovating equipment and facilities. Positions may have some responsibility in a very limited combination of functions such as housekeeping grounds and vehicle maintenance drawing working plans for minor renovations and repairs cost estimating of repairs and other projects asbestos management and removal hazardous waste storage and removal maintenance of medical facilities maintenance of science and/or research laboratories operation of water and/or waste water treatment plants participating in facility master planning developing and estimating capital improvement projects outside bid package development and implementation reviewing and commenting on plan sheets from outside designers and contractors monitoring and inspecting contractor construction and renovation projects acting as liaison to local officials and regulatory agencies technically representing the facility/agency to State Construction and other governmental units and participating in the overall management and policy making for the facility. Positions normally work under general supervision and review are responsible for inspecting the facility/agency for maintenance needs and for safety hazards and perform other duties and responsibilities as assigned.

The NCDAC / Support Services / Division of Engineering Construction and Maintenance (DECM) is recruiting for an
energized and collaborative Maintenance/Construction Supervisor II to be a part of the Mountain Region Maintenance
Team. This position will have a duty station at the Mountain Region Maintenance Yard in Lenoir NC. The primary
purpose of this position is to supervise the construction and general support group within the regional maintenance yard.
A successful candidate for this Maintenance/Construction Supervisor II position will be responsible for planning and
execution of construction and renovation projects and coordination of trade personnel from the regional maintenance
yard general support group while supervising projects using multiple construction addition he/she will
respond to requests for assistance with major problems within the region at assigned adult correctional facilities and help
resolve and/or correct these problems in a timely manner utilizing every available resource. This position has
responsibility for the management and functions of major maintenance and repair projects for all correctional facilities
including project planning materials and equipment procurement job site coordination and project closeout. He/she must
have knowledge of NC building codes OSHA regulations and safety policies.
This is a full-time position (40 hours per week) with State Benefits. The work schedule is Monday Friday and may
require some weekend work and overnight travel to meet the demands of the organization.

The salary grade for this position is NC14. State employees are encouraged to apply for positions of interest even if the
salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.
Knowledge Skills and Abilities/Management Preferences
Considerable knowledge of repair maintenance and construction techniques and of the tools methods practices materials and equipment used in the building and mechanical trades. Working knowledge of building codes and all other rules and regulations governing repair maintenance and construction of facilities. Ability to perform journey level work in a variety of trades to read schematics and blueprints and to estimate repair and construction projects. Ability to estimate cost and amount of needed repair and replacement parts for operating equipment and building structures Ability to train direct and supervise subordinates and to establish and maintain effective working relationships.

DECM positions statement:
TheDivision of Engineering Construction and Maintenance (DECM)serves as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement new construction renovation and repair projects with the State Construction Office (SCO). DECM also acts as the DAC representative on matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support sustainability efficiency and resiliency planning as well as construction and maintenance services. This ensures that all statewide Institutions and Facilities comply with building codes regulations and legislative mandates while promoting the agencys rehabilitation and reentry goals through offender job training in the construction and maintenance trades.
We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen plumbing mechanical electrical and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design property services project management and sustainability efficiency and resiliency (SE&R). These services support new construction renovation and like-in-kind and upgrade maintenance repairs to the agencys physical plant while ensuring compliance with the NCDOA State Construction Office.
Through valuable rehabilitation and training for offenders we aim to improve recidivism rates. DECM-Construction undertakes construction renovation and major maintenance projects that involve longer periods of resource allocation with a focus on enhancing the departments infrastructure assets. DECM-Maintenance which encompasses the Mountain Regional Yard Piedmont Regional Yard Coastal Regional Yard and three Satellite Yards provides essential plumbing HVAC/R and electrical preventative prescriptive and routine maintenance services to all Institutions and Facilities. Additionally our maintenance efforts include specific areas such as telecommunications electronic intrusion systems (EIS) fencing cameras fire alarms and energy management systems all focused on maintaining the Departments infrastructure assets.
Support Services positions statement:
The Support Services Division oversees the operations and infrastructure that sustain facilities within the Department of Adult Correction. Responsibilities include facility maintenance fleet and warehouse management food services construction and renovation projects and energy efficiency. This division plays a vital role in supporting daily operations and long-term planning.
Management Preferences:
- Considerable knowledge of repair maintenance and construction techniques
- Demonstrated experience in the installation maintenance or repair of building systems and equipment including but not limited to general plumbing mechanical and/or electrical systems.
- Demonstrated experience with the tools methods practices materials and equipment used within the engineering construction trades relating to the maintenance of buildings.
Minimum Education and Experience

High school or General Educational Development (GED) diploma and four (4) years of progressive experience in facility maintenance or construction including experience in at least three (3) building or mechanical trades including one (1) year of supervisory experience in construction maintenance and/or repair of buildings and facilities; or an equivalent combination of education and experience. Necessary Special Qualification May require current certification by the EPA as a Type I II III or Universal technician as required by 40 CFR part 82 subpart F.
