The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. Contract Position Title:CatholicReligious Education Coordinator
1.1. Description: This is a non-personal services contract for one (1) Catholic Religious
Education (RE) Coordinator for Beale Air Force Base (BAFB) California. The Contractor
shall serve as a Chaplain Corps special resource person who provides program or support
functions for the implementation of a comprehensive Catholic RE and Sacramental
Preparation requirements for the pastoral care of Catholic personnel within the BAFB
community. The coordinator consults and coordinates with the Catholic priest/deacon
endorsed by the Archdiocese for the Military Services (AMS) who may be an Active
Duty/Individual
2. Scope of Responsibilities
2.1. Coordinates high quality comprehensive Catholic Religious Education for BAFB Catholic
Program. All Religious Education (RE) will be congruent with the AMS requirements and retains
final authority over the appropriateness and content of the RE program especially at those
installations at which a priest-chaplain is not assigned. These programs include a base period of
twenty-four (24) hours per week for fifty-two (52) weeks and seventy-two (72) hours for special
programs. The 72 hours are an annual amount to be used for approved special programs. Each
base period includes management of all Catholic RE program requirements for one (1) week.
2.2. The Period of Performance for this requirement shall be one (1) 12-month base period with
four (4) 12-month option periods. Performance shall commence upon contract award unless
otherwise directed by the Contracting Officer.
3. Education Experience and Requirements
3.1. The contractor must be at least eighteen (18) years of age.
3.2. Must hold a high school diploma or GED; an Associate of Arts degree in education is
preferred but not required.
3.3. Must hold a Basic Catechist certification or other degree of substantiated coursework in
Theology or religious studies and must be a practicing Catholic in full communion with the
Church and follow AMS RE guidance.
3.4. Must have computer competency in Windows based operating systems and be proficient
with Microsoft Office software (Word Excel Outlook and Power Point software).
3.4.1. The contractor must be familiar with basic office equipment to include but not limited to
computer fax multi-function printers copier and telephone.
3.5. The contractor must have a working knowledge of the requirements of the Catholic
Religion and be familiar with appropriate RE resources such as books references materials
resource videos magazines and crafts.
3.6. Be available to attend local and regional RE workshops as needed.
3.7. The contractor must be positive self-directed motivated and able to interface well with
people. The chaplain corps staff will provide initial training; however the contractor may be
tasked to provide training to any future assigned personnel.
3.8. The contractor must be able to communicate well both written and orally in English.
3.9. Be able to work within a pluralistic environment and efficiently organize and manage
diverse programs which entail the ability to coordinate and cooperate
with other Chaplain Corps faith programs.
3.10. The contractor must be able to maintain a neat clean and well-groomed professional
appearance and conduct him or herself in a business-like manner.
3.11. Candidate must submit at least one (1) clergy reference from last position as Catholic RE
coordinator and a 12-page resume detailing work experience with minimum of two (2) years
with this position in a parish military chapel and/or experience
working with childrens programs in a church and/or ministry.
3.12. Must accomplish the terms of this contract in compliance with the mission requirements
and standards set forth and defined by the Department of the Air Force and the Air Force
Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for contract
termination.
3.13. Shall have experience with coordinating teaching and facilitating Religious Education
events and activities for all ages.
3.14. Must be willing to work with the base Catholic priest or assigned Chaplain to arrange
retreats Sacramental preparation classes RCIA as well as adult faith formation programs.
3.15. Be interviewed during the selection process by a Chaplain Corps interview panel organized
by the assigned Chaplain/Catholic priest.
3.16. Undergo successful background criminal history check at local state and national levels.
4. Duties and Responsibilities (Minimal Program Requirements)
4.1. General Responsibilities
4.1.1. Under the direction of the assigned Chaplain/Catholic Priest develop and
manage a comprehensive Catholic Program which includes but not limited to: Faith Formation
for all parishioners CWOC CMOC Sacramental preparation for children Youth Ministry
RCIA production of weekly bulletin procurements of faith formation materials and recording
of sacraments.
4.1.2. Submit the annual RE programming budget proposal to the assigned Chaplain.
4.1.3. Recruit train support and supervise volunteers; ensure volunteers are recognized during
Chaplain Corps Volunteer Appreciation event.
4.1.4. Attend Catholic Parish Advisory Council meeting Chaplain Corps weekly staff meeting
and other meetings as requested by the assigned Chaplain/Catholic Priest or Wing Chaplain.
4.2. Specific Responsibilities
4.2.1. Plan and execute the Catholic RE program. RE is held at Foothills Chapel and other
locations as deemed necessary by the Wing Chaplain or designee for special events as well as
administrative duties as required.
4.2.2. Create an email/telephone list of all RE class members Sunday Schools and all Bible
study members. Keep attendance record for all classes and Bible studies. The attendance record
needs to be submitted to the assigned Chaplain Corps personnel after classes so it can be entered
into AFCCARS.
4.2.3. The contractor is responsible for preparing publicity materials for base-wide distribution;
all materials must be coordinated with and approved by the assigned Chaplain/Catholic Priest
and the Wing Chaplain prior to release. The contractor may distribute approved
materials via email to any Catholics who voluntarily join a parish email list. Any base-wide
emails will be sent by the chapel staff.
4.2.4. Follow appropriate Chaplain Corps Operating Instructions (OIs) in routing Purchase
Request Forms (PRFs) for curriculum and supplies for all Catholic RE events and programs.
Ensure PRFs for curriculum are approved at the appropriate level.
4.2.5. Utilize HCs Shared Drive for all continuity files Catholic Parish Electronic Database
After Action Reports AMS requirements member registrations and other program information.
4.2.6. Develop the RE annual needs assessment requirements calendar of events and budget as
part of annual Airman Ministry Plan (AMP); discussed and approved by assigned
Chaplain/Catholic Priest before submitting to the Wing Chaplain.
4.2.7. Coordinate and prepare Facility/Activity Requests and submit them to the facility manager.
Check Chaplain Corps Organization calendar Valley/Foothills Facility Calendar at least weekly
to ensure proper planning and de-conflict scheduling when necessary. Program startup: perform
administrative tasks in advance that are necessary to begin programs in September (select and
order curriculum reserve facilities recruit teachers publicize and provide teacher training).
Recruitment and approval of teachers and selection of curriculum shall be discussed with the
assigned Chaplain/Catholic Priest.
4.2.8. Ensure that all volunteers and teachers working with children under the age of eighteen
(18) have a favorable IRC validated through the Chaplain Corps Background Check.
4.2.9. Provide Teacher Training sessions prior to start of RE and on a quarterly basis as directed
by assigned Chaplain/Catholic Priest and the Wing Chaplain or designee.
4.2.10. Work with the Protestant RE Coordinator concerning Vacation Bible School (VBS)
programing begins a minimum of three (3) months before the event. Advertising for VBS must
occur four (4) weeks prior to event. Volunteers should be routed for processing as specified
volunteers as soon as possible. Allow two (2) months processing for specified volunteers. If
non-specified volunteers are used the contractor will help coordinate appropriate supervision by
a Line-of-Sight Supervisor as defined in the applicable Chaplain Corps DAFIs (currently DAFI
52-101 para 5.4 including all subparagraphs). In addition ensure teacher training for all
volunteers making facility reservations recruiting volunteers ensuring the approved teacher to
child ratio publishing advertisements maintaining electronic registration for all children and
teachers and other requirements based on program needs and approved the Lead VBS Chaplain.
4.2.11. Provide at least one (1) training session for VBS teachers.
4.2.12. Be present for RE each Sunday from September to May and all week during Vacation
Bible School. Hours shall be planned by the Wing Chaplain or designated POC.
4.2.13. Work in cooperation with RE volunteer leaders by supporting their work with
administrative tasks such as ordering their curriculum keeping their phone/emailing lists up to
date purchasing items needed for classes and processing paperwork needed for purchases and
for facility use. Assistance will also be required to coordinate trips and advise the assigned
Chaplain/Catholic Priest of the needs of the volunteers.
