The Maryland Department of Housing and Community Development (DHCD) is a nationalleader in the financing and development of affordable housing and community developmentlending. The Division of Homeless Solutions is responsible for leading the states interagencystrategy policy and initiatives to prevent and end homelessness for all Marylanders. This vitalwork includes leading the Maryland Interagency Council on Homelessness and facilitating cross-sector collaborations with government nonprofit philanthropic and other strategic partners. TheDivision administers grant funds and technical assistance to local governments and nonprofitsthat are delivering critical safety net programs in their communities - such as street outreachshelter permanent housing food pantries foreclosure counseling homebuyer education benefitsenrollment workforce development early childhood care and specialized services for agingadults domestic violence survivors and youth. The Division also serves as the HUD-designatedlead agency for the Balance of State Continuum of Care coordinating funding data collectionperformance management client assessment and housing referral systems in 9 rural andsuburban counties.

This position offers a salary range of $41.22 - $44.49/hour with potential for advancement up to $64.22 based on qualifications equity and hiring guidelines. Initial salary offers are determined by qualifications experience and available budget and typically do not exceed $44.49/hour.

The Maryland Department of Housing and Community Development is located in Prince Georges County across from the New Carrollton Metro Stop.

POSITION DUTIES

DHCD has an immediate opening for a contractual Program Manager II State Systems Improvement Director.

Under the supervision of the Senior Policy Officer this position directs the Statewide effortsto improve local-level homeless service coordination data collection and use. The StateSystems Improvement Director (SSID) will work closely with the staff and leadership ofMarylands 10 CoCs to advance their efforts to report and achieve measurable reductions inhomelessness. This position will provide technical assistance and training to Maryland CoCs to codify and sustain improvements to their systems and to facilitate related peer-learning this capacity this position provides reports updates presentationsand recommendations to the leadership team of the Division of Homeless Solutions.

This is an excellent opportunity for an experienced professional with strong management andcoaching skills who is looking to be an integral part of a team in a fast-paced dynamicenvironment. MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college and or university with a Bachelors degreein Public Administration Social Work Urban Planning Housing Human Services BusinessAdministration Public Policy or a related field.

Experience: Six years of administrative or professional experience administering managing orcoordinating housing homelessness community development or human services programs.

Notes:

1. Candidates may substitute additional administrative or professional experience as definedabove on a year-for-year basis for the required education.

2. Candidates may substitute additional job-related education at a rate of thirty credit hours foreach year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience in programmanagement business and industry classification or business and industry specialty codes in thehousing management field of work on a year-for-year basis for the required experience andeducation.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in the management of homeless services Continuum of Care (CoCs)
  • Experience managing state or federal grants as a director or sub-recipient
  • Experience as a supervisor team leader or program manager related to staff contracts budgets and data analysis
  • Experience working with youth or adult homeless services (may be substituted with lived experience of homelessness)

EXAMINATION PROCESS

The examination will consist of a rating of your education training and experience related to the requirements of the position. You may be required to complete a qualifications supplement or the rating may be based on your application. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance but will be responsible to pay the full premium of these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
