The lead level ofprofessional work in the procurement of equipment services constructionsupplies information technology and other needs which must be obtained throughthe competitive procurement process negotiated procurement process and otherprocurement methods.
Employees in thisclassification develop solicitation documents conduct the procurement projectsand provide technical assistance and training for the facilities and areaoffices staff involved in procurement activities in accordance with State lawsand regulations (COMAR Title 21) provide agency procurement technicalinterpretation instruction guidance and assistance in accordance with Statelaws and regulations and is responsible for soliciting evaluating negotiatingand awarding contracts according to State procurement laws procedures andregulations. This position will involve managing procurement processing respondingto vendor inquiries developing and reviewing solicitation documents. Thisposition will be a key asset to Support Services Unit.
Some keyresponsibilities of this position may include but not be limited to thefollowing:
Responsibility#1
Leads and provides instruction direction and guidanceto DJS staff involved in all procurement activities. Develops contractspecifications including performance and acceptance standards payment termscontract management elements contract modifications contract renewals andadvertisement requirements in accordance with State procurement procedureslaws and regulations for the procurement of all necessary services suppliesequipment real estate construction indefinite-quantity contracts facilitiesmaintenance and commodities. Determines the basis for awards includingevaluation criteria.
Responsibility#2
Managesthe procurements advertisements distributes specifications to vendorsconducts vendor conferences receives and secure bids or proposals overseesthe evaluation process and contract award. Reviewsand approves requisitions submitted in FMIS and determines the appropriateprocurement methods.
Responsibility#3
Conductpre bids/pre-proposal conferences site inspections explains procurementrequirements establish procurement procedures schedules and conduct offerorsdiscussion and contract negotiations. Representsthe procurement Supervisor at various meetings upon the request of and in theabsence of the Procurement Supervisor.
This position iseligible to work a hybrid telework schedule.
This position mayrequire travel 10% of the time.Experience:Six years of experience two years of experience in contract management or procurement involving duties such as: soliciting evaluating negotiating and awarding contracts and ensuring compliance with governmental procurement laws regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.
2. Candidates for Option 1 positions may substitute the possession of a Bachelors degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting evaluating negotiating and awarding contracts and ensuring compliance withgovernmental procurement laws regulations and conditions for the required experience.
3. Candidates for Option 2 positions may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting evaluating negotiating and awarding contracts and ensuring compliance with governmental procurement laws regulations and conditions for the required experience.
4. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours foreach year for five years of the required experience.
5. Candidates may substitute U.S. Armed Forces military serviceexperience as a commissioned officer in Contracting Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.
Thepreferred candidate for this position may possess any of the followingqualifications:
A Bachelors degree in Business Administration Purchasing Supply ChainManagement or a related field
Certification as a Certified Professional Public Buyer (CPPB) CertifiedPublic Procurement Officer (CPPO) Certified Professional in Supply Management(CPSM) or equivalent.
Experience at a Maryland State agency as a procurement officer.
Intermediate experiencewithFMIS(Financial Management Information System)ADPICSeMarylandMarketplace Advantage (eMMA) Google suite and Microsoft suite.Familiarity withspecific procurement laws such asCOMAR Title 21in Maryland.
