Job Duties

The Virginia Department of Education is hiring for a Special Education Monitoring Specialist to support activities that advance student learning and academic achievement of children with disabilities as described in the Department of Educations Strategic Plan and Special Education Annual Performance Plan and Performance Report.

This Special Education Monitoring Specialist will be expected to perform the following duties:

  • Carry out the tasks and activities associated with monitoring to ensure compliance with the Individuals with Disabilities Education Act (IDEA) and the Regulations Governing Special Education Programs for Children with Disabilities in Virginia.
  • Monitor for compliance and program improvement through cyclical Results Driven Accountability (RDA) and targeted monitoring processes including planning coordinating and managing effective monitoring activities for improved results for students with disabilities
  • Provide schools with ongoing technical assistance demonstrating knowledge and understanding of applicable regulations school administration curriculum and instruction school climate data analyses and research-based practices.
  • Draft reports that demonstrate understanding of monitoring and results-driven accountability accurate application of regulations and recommendations of research-based practices.
  • Verify the accuracy of school divisions data submissions as assigned according to predetermined procedures and complete assignments by the due date given by the supervisor.

Minimum Qualifications

  • Considerable knowledge of federal and state regulations concerning students with disabilities including the Every Student Succeeds Act (ESSA) Individuals with Disabilities Education Act (IDEA) Section 504 of the Rehabilitation Act administration and supervision of special education programs; state and local government policies procedures and organizational structures; and curriculum and effective instructional practices.
  • Skills in technical writing coordinating leading teams analyzing and interpreting data and presenting technical and complex information to various audiences. Skills in word processing and presentation software.
  • Ability to identify and analyze complex problems related to special education and related services; to identify deficiencies in program operation and strategies to make corrections and effect positive change; to manage multiple assignments with critical deadlines; and work collaboratively in a team environment.

Additional Considerations

  • Graduation from an accredited college or university with a degree in a related field or an equivalent combination of education and experience; an advanced degree in special education school administration or related field preferred.
  • Position requires the ability to drive a car and travel generally requires 2-3 trips in one month and trips generally require overnight lodging. Travel is essential at a frequency of 25-75%.
