Since 2015 NRC Nigeria has been working to help displacement-affected communities meet their basic needs improve their livelihoods access essential services and enhance their resilience to future shocks through our six core competencies: Water Sanitation and Hygiene (WASH) Shelter Education Information Counselling and Legal Assistance (ICLA) Livelihoods and Food Security (LFS) Camp Management and Protection. NRC provides immediate assistance during the onset of emergencies through the Rapid Response Mechanism (RRM). In 2021 NRC reached out to over 269000 people with assistance.

The crisis in Nigeria is marked by brutal violence against civilians causing acute humanitarian needs and the northeast the 13-year conflict has shattered lives infrastructure essential services and social fabric.

Two million people are internally displaced across Borno Adamawa and Yobe states. Approximately half of these live within local communities increasing pressure on scarce resources. Access to food is limited particularly in Borno State where most families are already facing crisis-levels of food insecurity. Civilians including aid workers continue to be the target of deadly attacks by non-state armed groups and transport corridors are persistently insecure.

In the northwest and north-central regions violence and displacement are rooted in disputes over land and resources which have been worsened by climate change. Criminality is on the opportunities are scarce and children face an uncertain future unable to access quality education. Many families have lost their identity papers while fleeing or never obtained them which hinders their access to essential services.

In Nigeria NRC places strong emphasis on localization and partnership as a strategic approach to delivering high quality principled and sustainable humanitarian assistance. NRC works with a range of national and local partner organisations across multiple states to expand reach strengthen local capacities and ensure contextually appropriate responses. The ICLA and PfV programmes are implemented both directly and through partners requiring strong coordination technical oversight and quality assurance mechanisms.

The ICLA/PfV Partnership Coordinator position is based in Maiduguri Borno State with responsibility for supporting and overseeing ICLA and PfV partnership projects across NRCs areas of operation in Nigeria. The role operates within a complex volatile and high-risk environment with frequent field engagement required to support partners monitor implementation and ensure compliance with NRC standards donor requirements and protection principles. The position plays a critical role in strengthening partner performance promoting learning and accountability and contributing to the effective delivery of integrated protection and legal assistance services for conflict affected populations.

If you are those people the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate ICLA Coordinator (Protection from Violence Partnership) Nigeria Maidugurito join our team.The ICLA Coordinator (Protection from Violence Partnership) will be responsible for overseeing the effective implementation of ICLA and PfV activities through partner organizations. The role focuses on partner monitoring provision of technical guidance financial oversight of partner spending capacity building coordination and quality assurance to ensure compliance with NRC standards donor requirements and ICLA/PfV best practices.

  • Conduct routine and ad hoc field visits to partners areas of implementation to observe activities such as group information sessions individual counselling legal assistance community forums protection monitoring civilian self-protection and specialized protection responses.

  • Review partner workplans activity reports and supporting documentation to ensure alignment with approved project objectives and TORs.

  • Identify implementation gaps risks overlaps and best practices and provide timely feedback to partners.

  • Provide ongoing technical guidance to partners on ICLA/PfV programming including HLP-Due Diligence Legal Identity and Civil Documentation (LID) Collaborative Dispute Resolution (CDR) and legal awareness activities protection monitoring civilian self-protection specialized protection responses and other community-based protection activities.

  • Support partners to apply NRC ICLA/PfV tools SOPs learning materials and implementation standards.

  • Ensure activities are delivered in accordance with protection principles safe and inclusive programming (SIP) and accountability to affected populations (AAP).

  • Monitor partner expenditure against approved budgets and spending plans to ensure efficiency and value for money.

  • Support partners in reviewing and updating spending plans and other financial transactions.

  • Flag financial risks delays or under-spending to the ICLA/PfV Project Manager and support corrective actions.

  • Capacity Building and Coordination

    • Identify capacity gaps among partners and design targeted capacity-building interventions.

    • Facilitate training coaching and mentorship sessions for partner staff on ICLA/PfV technical areas reporting M&E and compliance requirements.

    • Promote learning best practices and experience sharing among partners and NRC teams.

    • Organize and facilitate quarterly partner review meetings to assess progress challenges lessons learned and corrective actions.

    • Support coordination with relevant government institutions clusters/AoRs and stakeholders in collaboration with partners.

    • Contribute to strengthening referral pathways and coordination mechanisms related to ICLA/PfV services.

    Reporting & Documentation

    • Prepare monitoring visit reports partner performance assessments and technical feedback notes.

    • Contribute to donor reporting by providing partner-related updates achievements challenges and lessons learned.

    • Ensure proper documentation filing and tracking of MoVs reconciliation of Documents partner monitoring reports and follow-up actions.



    Qualifications
    • Bachelors degree in Law Social Sciences Development Studies or a related field.

    • Minimum of 3 years of relevant experience in ICLA protection legal assistance or partnership management.

    • Proven experience working with implementing partners and monitoring partner-led projects.

    • Strong understanding of HLP legal identity civil documentation community-based protection and dispute resolution mechanisms specialized protection response (protection case management and individual protection assistance).

    • Experience in financial monitoring and budget tracking is an asset.

    • Proven experience working in complex and volatile environments.

    • Strong reporting analytical and data interpretation skills.

    • Demonstrated results aligned with the responsibilities of this position.

    • Strong analytical and problem-solving skills.

    • Excellent coordination communication and interpersonal skills.

    • Ability to provide constructive technical feedback and mentorship.

    • Good understanding of humanitarian principles AAP and safeguarding.
