Job Summary

The Manager of Human Resources Information System (HRIS) plans and manages the establishment and ongoing administration of the HRIS oversees HRIS transactions and processes Human Capital Management System (HCMS) administration and maintenance and report production. The manager ensures accurate and efficient operations data processing and integrity. This position is responsible for the training development and day-to-day supervision of a team of HRIS analysts.

Duties & Responsibilities

  • Manage day-to-day operations of the HRIS team including the oversight of all personnel action changes hires promotions transfers etc. within the Authoritys HRIS system HR/CMS.
  • Assist the Director of HRIS in cross-functional projects including the onboarding of new systems integration of existing systems and implementation of collective bargaining agreements policies and applicable state and federal laws.
  • Partner with HR/CMS/State Comptrollers Office business analysts and IT in acceptance testing and quality control system documentation business processes and process flows.
  • Develop and maintain standardized queries and report templates to enable HR system users to most efficiently make use of the data within the Authoritys HR systems. Recognize and address any need for additional report development.
  • Act as a project leader on various HR system and data projects. Coordinate with affected members to ensure the successful delivery and implementation of system updates and modifications into production.
  • Provide primary support for HR systems in the areas of data processing protocol change request workflows data interpretation reporting and analysis.
  • Maintain HR data integrity by monitoring and auditing HR systems as needed and working with appropriate HR Analysts to remediate non-compliance.
  • Ensure the training of the HRIS team as well as the HR system end-users on policies systems workflows processes and practices. Guide managers on HR issues including application of HR policies and processes restructuring job class creation and complex employee issues.
  • Audit and manage the integrity of employee- and candidate-related data and their respective business processes.
  • Provide tools advice and information to support effective delivery of HRIS services and processes.
  • Participate in and support process improvement-related projects designed to increase the efficiency of HR processes.
  • Develop and maintain end-user documentation for HR procedures reporting and analysis.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelors degree from an accredited institution in Human Resources Business Administration Information Systems or related field.
  • Five (5) years of HRIS experience.
  • One (1) year of supervisory managerial and/or leadership experience.
  • Effective organizational analytical quantitative multi-tasking time management and interpersonal skills.
  • Must be a self-directed detail-oriented result-driven individual with a commitment to quality and accuracy.
  • Advanced level user of Word Excel Access or database applications.
  • Excellent oral and written communications skills.
  • Demonstrated ability to handle confidential information with the highest degree of professionalism.
  • Proven ability to work independently and as a team player.
  • Have excellent customer service and presentation skills.
  • Ability to effectively communicate with customers employees and vendors.
  • Ability to provide internal and external customers with courteous and professional experience.

Substitutions Include

  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.
  • An Associates degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelors degree requirement.
  • A Masters degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one (1) year of experience.

Job Conditions:

  • Ability to effectively read comprehend communicate and respond to instructions orders signs notices inquiries English.
  • Be at least eighteen (18) years of age except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston MA metro area as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively independently and as part of a diverseworkforce team (or supervise if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate) including overall employment job performance discipline and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check comprehensive background screening and / or medical Clinic screening potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned directed or necessary for this position including (for some transit / operations roles) up to twenty-four (24) hours per day seven (7) days per week as necessary to accommodate severe weather conditions emergencies or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally interns / co-ops must have valid work authorization and U.S. Social Security Numberprior to starting pre-employment screenings / pre-boarding working in their positions and throughout the duration of their program.
