The Program Supervisor leads the Payroll Department overseeing Payroll Technicians and Collections Agents while ensuring operational excellence fiscal accountability and regulatory compliance. This position assesses program and client needs develops and implements policies and procedures and ensures payroll and collections services meet organizational objectives. The Program Supervisor monitors compliance with applicable laws regulations legislative changes and funding requirements; prepares and manages budgets and grant documents; authorizes expenditures; investigates complaints or suspected violations; and develops reporting metrics and data measurements to evaluate program effectiveness. This role also includes preparing reports overseeing administrative functions coordinating committees or stakeholder groups and planning outreach activities to support program goals.
The Program Supervisor performs full management responsibilities including hiring performance management discipline work distribution and employee development for at least two full-time staff members. This position ensures payroll and collections operations are accurate timely and compliant while fostering a culture of accountability collaboration and continuous improvement. Working within authorized legislative budgets and funding sources the Program Supervisor ensures responsible stewardship of public resources and delivers high-quality services that meet the needs of stakeholders and the community.
