Main Responsibilities
Research Analysis and Drafting
- Support the preparation of documentation and communication materials related to the project such as strategy and planning documents and other project documentation update reports to international fora (e.g. the G20) reports to the OECD Council and meeting documentation including agendas for meetings of the IFCMA at senior and technical levels.
- Coordinate and draft briefs remarks and updates on the project as requested in particular for the Secretary-General Deputy Secretaries-General Sherpa Chief of Staff Directors Deputy Directors and other colleagues.
- Support the preparation of policy documentation for the IFCMA workstreams as needed and help keep track of and ensure the timely circulation of outputs prior to and following IFCMA Plenary meetings.
- Help ensure consistency and coherence across teams inputs. Review and provide constructive feedback on meeting documentation and substantive materials as required (e.g. background papers presentations).
- Keep abreast of relevant current affairs developments and OECD and international dialogue relating to climate change mitigation policy and inform colleauges in a timely and appropriate manner.
- Maintain an awareness of on-going research and policy developments relevant for the work of the coordination and wider IFCMA team.
- Participate in and contribute to special assignments and specific initiatives relating to the project as required.
Co-ordination management and liaison
- Support coordination and advancement of the IFCMA project.
- Support IFCMA Steering Group Plenary and internal IFCMA team meetings including through the preparation of agendas and materials in advance of meetings.
- Assist in ensuring effective coordination across OECD Directorates contributing to IFCMA multidisciplinary outputs or producing work of relevance to IFCMA supporting colleagues to make connections and work effectively across substantive policy areas and Directorates. Keep abreast of broader OECD work relevant to the initiative helping to identify and exploit synergies between work areas.
- Keep track of and manage member input country positions relevant third-party work and developments and progress of the project including the wider outreach strategy for the project updating project documentation and facilitating consensus building as required.
- Liaise with the Directors Offices and relevant teams in ECO ENV and CTP as well as the Office of the Secretary General the Legal directorate and the Council and Executive Committee Secretariat and others (such as GRC STI TAD) to advance the project.
- Help provide updates to the Secretary-General Deputy Secretary-General IFCMA coordination team and other senior personnel on substantive and outreach developments on a routine basis as needed (e.g. daily).
- Support in supervising co-ordinating and guiding multi-cultural and multi-disciplinary staff engaged in analysis including supervising interns and junior staff in the co-ordination team.
- Assist in the preparation coordination development and execution of events related to the project.
Communication and outreach
- Promote a shared understanding of the IFCMA work internally and externally through attending meetings and workshops including developing presentations and tailoring communication appropriately.
- Support the IFCMA coordination team in strengthening collaboration among key OECD Committees and Directorates working on subtantive areas relevant to the IFCMAs work.
- Actively and continuously support the engagement of countries at the IFCMA. Support bilateral engagement with IFCMA delegations both in person and by email as needed helping to cultivate a network of delegates to help advance the IFCMAs work. Identify and create opportunities to initiate new partnerships that will facilitate broad participation in IFCMA.
Qualifications :
Ideal Candidate Profile
Academic Background:
- An advanced university degree in a relevant discipline such as economics law public policy international relations environmental policy tax finance or a related field.
Professional Background:
- At least two years of relevant experience in a national regional or international organisation agency or administration research institution university other relevant organisation or the private sector.
- Experience in supporting project management and organising teamwork to encourage co-operation and successful delivery of project outputs to tight timeframes.
- Proven ability to communicate well and draft high quality timely relevant and accurate documents for a diversity of audiences.
- A good understanding of the challenges that governments are facing in relation to fiscal economic and environmental policy and in particular the role of policies in strategies to achieve net zero carbon emission objectives.
- Proven skills in establishing and developing professional contacts and to interact with national delegations government officials other international organisations and stakeholders.
- Experience with the organisation of large events workshops and conferences with a diverse range of participants.
Technical and Quantitative Skills:
- Excellent written and oral communication skills able to tailor to the relevant audience as well as strong analytical abilities.
- Knowledge of economics law politics environmental policy tax international affairs and an interest in international affairs would be an asset.
- Team player able to work quickly under pressure and contribute to the forward-looking efforts of ECO ENV and CTP and be cogniscant of sensitivities and relationships.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
