Job Purpose:

Manages the purchasing activities and team by 1) taking part in the implementation and execution of the action plans 2) overseeing the efficient purchasing process and procedures and 3) ensuring that these take place efficiently on time and with the correct documentation. Supervises day-to-day purchasing activities and the team managing a smaller group of people.

Key Responsibilities:

The Deputy Procurement Manager is responsible for overseeing all purchasing activities within Fugro and ensuring alignment with global procurement strategies.

  • Actively engage with the business to build strong relationships with key stakeholders assess current purchasing practices identify improvement opportunities and ensure alignment with the Global Procurement strategy.
  • Establish implement and maintain purchasing processes and procedures in line with Shared Service Center (SSC) requirements.
  • Ensure efficient and effective purchasing operations and workflows.
  • Manage and monitor key performance indicators (KPIs) including spend under control through purchase orders compliance with three-quote requirements delivery performance and cost savings.
  • Drive professionalism effectiveness and efficiency within the procurement function by delivering measurable bottom-line cost savings.
  • Identify opportunities for cost reduction preferential pricing improved payment terms and strategic partnerships to maximize value for the business.
  • Ensure compliance with all general legal and corporate requirements related to Quality Health Safety Sustainability and Environment (QHSSE).
  • Train the procurement team and key users and communicate purchasing policies processes and best practices to Fugro colleagues as required.
  • Lead motivate and develop the Purchasing team by identifying training needs and fostering a dynamic and enthusiastic working environment.

Reporting to the Country Procurement Manager

  • Support the implementation of global procurement strategies and roadmaps at the country level.
  • Drive high performance against key procurement and purchasing indicators.
  • Assist in developing and executing the country roadmap for the transformation of the Purchasing organization.
  • Ensure delivery of value to the Fugro business by tracking progress against the roadmap and reporting on savings and value creation.
  • Monitor share and improve key metrics including purchase orders as a percentage of total invoices spend under control key supplier management and spend reporting.
  • Report on key initiatives related to value creation and bottom-line savings from third-party spend including initiatives driven by Global Procurement.
  • Collaborate in the country-level rollout of relevant ERP systems and purchasing tools and provide ongoing support as required.

Required Experience & Skills:

  • A minimum of 10-12 years of proven experience.
  • Strong communicator. Promotes open communication across the organization. Empowers & connects other people with positive impact provides energy and demonstrates passion trust & respect.
  • Takes ownership and initiative acts with confidence and works under own direction.

HSE Responsibilities:

Responsible for ensuring the safety of self and others at the site. Prevent damage to equipment and assets. Responsible for following all safety signs/procedures/ safe working practices. Responsible for using appropriate PPEs. Responsible for participating in mock drills. Entitled to refuse to undertake any activity considered unsafe. Responsible for filling up of hazard observation card wherever a hazard has been noticed at site. Responsible for safe housekeeping of his workplace. To stop any operation that is deemed unsafe. To be able to operate a fire extinguisher in case of fire. To report an incident as soon as possible to the immediate supervisor and the HSE manager. To complete HSE training as instructed to do so.
