The Joint Analysis and Lessons Learned Centre (JALLC) is NATOs Centre dedicated to support Alliance-wide implementation and sustainment of NATOs lesson learned (LL) policy and to improve NATOs ability to operate and adapt through LL analysis training advising and assessment activities enabling the establishment of effective lessons learned capabilities across NATO.

The Office of Chief of Staff is responsible for managing all the activities of the staff.

The Lessons Learned Management Division (LLMD) is responsible for Lessons Learned outreach and Lessons Learned Training in support of NATO operations activities exercises NCS and NATO Force Structure commands Centres of Excellence Allies and Partner nations; management of the NATO Lessons Learned Portal; and conducting active collection and sharing of lessons.
Within the Lessons Learned Management Division the incumbents main responsibility is to manage the data/information within the NATO LL Portal and the future NATO LL Toolset.

Principal Duties:

  • Plan and execute NLLP data/information and metadata preparation for transfer to NLLT:
    • Integrate timelines and level of effort with relevant JALLC and NATO work strands.
    • Coordinate data/information models aligned with NLLT data/information architecture and prepare NLLP content according to these models.
    • Review NLLP metadata and create and coordinate new metadata models in accordance with NATO and IKM relevant policies and coordinate these models with stakeholders to ensure accurate transfer to NLLT.
  • Plan draft/write and support implementation of data/information and metadata architecture and model within the NLLT.
  • Plan and execute the data/information transfer including the required technical framework from NLLP to NLLT.
  • Plan write review and present reports and presentations relating to data/information transfer from NLLP to NLLT.
  • Attend meetings conferences exercises trials and experiments or training events to conduct discuss and/or provide training/briefings on data/information transfer from NLLP to NLLT.
  • Liaise and coordinate with relevant JALLC ETEE FS WG and NCI Agency staff members as well as other stakeholders for a proper planning and execution of the transfer from NLLP to NLLT as well as to ensure technical reliability of data / information transfer.
  • Support to NLLP Administrators to conduct routine work in both NLLP and NLLT during transition period including support user creation and management; file transfers and sharing between networks; coordination/interaction with users and stakeholders; update of NLLT platform resources (e.g. dictionaries) technical training.
  • Conduct User Requirements (UR) analysis for the NLLP and the NLLT.
  • Be able to update NLLP/NLLT content and metadata and to import data to systems from other tools within and outside NATO networks (for instance OCAT tool).
  • Create and update NLLP/NLTT user guides and learning materials.

Essential Qualifications / Experience:

  • Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years function related experience or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related experience.
  • Four years experience working with information & knowledge management systems and other web or database applications and technologies. (E.g. SharePoint Html SQL C# ).
  • Four years experience in creating and using data models.
  • Two years experience on implementation of Lessons Learned or similar processes.

Language:

  • English SLP 3333 - (Listening Speaking Reading and Writing)

Desirable Qualifications / Experience:

  • Working knowledge of Communications and Information Systems (CIS) capability development policies structures and procedures.
  • Contributing experience to the NATO Lessons Learned Portal (NLLP).

  • Capable of working harmoniously in a multinational military and civilian environment.
  • Able to use initiative and inventiveness in developing potential innovative solutions in respect of his/her duties.
  • Must be in good health and be prepared to travel within and outside Portugal in support of the listed duties.
  • Managerial Responsibilities:
  • There are no direct managerial responsibilities but the incumbent should be able to follow a given work schedule with limited control over priorities.
  • High-level managerial and accuracy skills are required to coordinate the execution of attributed tasks in data processing.

Professional Contacts:

  • Able to liaise effectively both within and outside the HQ with military and civilian personnel.
  • Have professional contact with other HQs and counterparts but limited to soliciting and exchange of information in respect of assigned duties.
  • May be required to provide briefings to senior level staff within the HQ.

Contribution To Objectives:

  • Upon request the incumbent will provide technical advice to the HQ staff for the development of policy and training in support of his main tasks.
  • Will be required to provide information or analysis of data as part of assigned tasks to assist others to take decisions/actions.
  • The incumbent will work closely with his Division Staff to reach the objectives set by transfer of LL tools.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
