About this Position:

TJFACT is seeking a highly-qualified Geospatial Intelligence Advisor to support the Department of State INL in Bogota Columbia. This position is equivalent to a Program Advisor/Specialist LVL 5.

The Geospatial Intelligence Advisor referred to as Advisor for the remainder of this document will advise and assist in the development and implementation of planning support of law enforcement operations and other related activities. The Advisor will assist the Colombian National Police /Anti-Narcotics Police Directorate (CNP/DIRAN) to provide in-depth analysis of all source intelligence collected from multi feeds and channeled to the various government of Colombia analytical cells. The Advisor will work closely with the INL/Bogota Director and Deputy Director the Organized Crime and Counternarcotics and Aviation Program Managers. The Advisor shall maintain open timely and effective communications with the INL/Bogota Innovation Advisor and as appropriate with the INL/WHP South America Team Leader INL/WHP Colombia Program Officers and other INL Bogotas Advisors on issues falling under the scope of work resulting in a relationship that proactively addresses potential problems with flexible and workable solutions.

Major Duties and Responsibilities

• Work in close coordination with the CNP DIRAN and INL/Bogota assisting in the design development and implementation of an all-source database program that will be used to strategically plan law enforcement operations. Training initiatives will help to make the database a host nation sustainable operation. However the design or build will be a significant part of this work as well as evaluating and improving the product over time.
• Work with and train Government of Colombia (GOC) intelligence analysts to review all source intelligence data to include but not limited to political boundaries hydrographic historical law enforcement activities criminal and dissident activities improvised explosive incident data precursor chemical and illicit narcotics transshipments aerial imaging etc.
• Provide recommendations on locations to focus on several law enforcement activities including eradication interdiction environmental crimes public security or alternative development efforts while also providing force protection analysis to mitigate threats from narcotics trafficking and illegally armed criminal groups.
• Assess developments and changing operating methods of narcotics trafficking and illegally armed criminal organizations. Final decision making to changes of operating methods will be made by a USG employee.
• Work with Common Operating Picture (COP) the CNPs Unmanned Aerial Systems unit (SIART in Spanish) and the CNPs detection unit (SIIMA) analysts to identify vulnerabilities and implement countermeasures in operational plans.
• Integrate collected and stored data from multiple server feeds within and outside of the GOC and updates the current operational mission databases.
• Identify intelligence gaps and specifies collection requirements to fill those gaps.
• Analyze fixed and moving target indicators and geospatial data using overhead and aerial imagery.
• Keep abreast of Colombian laws regarding efforts to combat narcotics production and illicit cultivations as well as environmental crimes.
• Conduct structured and semi-structured surveys to gather quantitative and qualitative data to drive strategic and operational planning improvements in the reduction of illicit cultivations.
• Identify GOC training requirements to assist with implementation of intelligence analysis in COP/SIART/SIIMA initiatives.
• Establish and maintain appropriate internal management control systems. Ensure INL/ Bogota programs are not subject to waste fraud or mismanagement. Assist in managing and monitoring the use of all U.S. provided commodities intended for the COP.
• Participate as directed in INL/Bogotas End-Use Monitoring program for assets and supplies provided by the USG to GOC counter-narcotics and environmental crimes forces.
• Prepare and coordinate briefings for visiting officials on the status of INL projects and GOC law enforcement efforts.
• Utilize subject matter expertise aid in drafting a variety of technical programmatic funding and informational memoranda and letters. Provide input to the Team Lead as a subject matter expert regarding Congressional testimony response to questions press guidance and interagency bilateral and multilateral agreements in accordance with Department policies and regulations and relevant legislation.
• Conduct research and makes recommendations to Team Lead regarding the management of programs.
• Review and analyze policy and programmatic documents and make recommendations based on findings.
• Aid in conducting program reviews and assessments of new and ongoing programs and make recommendations based on findings.
• Assist in strategic planning for programs.
• Aid in reviewing budgets and provide program estimates evaluate program effectiveness in relation to the funding expended and aid in assessing USG law enforcement assistance.
• Support activities to determine funding requirements and whether funding is warranted and available.
• Support liaison efforts within the organization other government agencies and non-governmental organizations.

Required Qualifications:

• U.S. Citizen
• Active security clearance
• A Bachelors degree from an accredited institution.
  • Degrees in Political Science International Relations Geography Intelligence Data Analytics Aerial Imaging or related military field are strongly preferred.
• A minimum of ten (10) years experience in a related field.
• Demonstrated knowledge of specific country issues including specialized knowledge of international narcotics and law enforcement or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines.
• Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process.
• Ability to communicate effectively both orally and in writing in English and Spanish with a wide range of players.
• Demonstrated ability to provide advice guidance and consultation with regard to the interpretation and application of analysis
• Experience drafting US government reports and documents such as the INCSR embassy cables and other documents
• A minimum of three (03) years experience pertaining to all-source intelligence imagery analysis working in a conflict or a post-conflict area of operation(s)
• Demonstrated knowledge of aerial imagery and analysis of fixed and moving target indicators
• Demonstrated knowledge of the Intelligence Community (IC) and responsibility for drafting all source analytic products
• Demonstrated knowledge of computer office systems applications such as Microsoft Word PowerPoint and Excel (statistical functions) and Geographical Information System (Arc GIS) for mapping
• Demonstrated understanding of theater-level C2 specifically Arc GIS doctrine the operational networks and architecture used to support C2 in the development or refinement of related Joint and/or Service TTPs Air Support Manager surface or ground equivalent expertise/specialty.

Preferred Qualifications:

• Demonstrated working knowledge of Colombian environmental laws regulations and practices as they relate to applications of agrochemicals.
• Demonstrated knowledge of law enforcement programs in Colombia methods and operations.
• Masters degree from an accredited U.S. institution.
