The job opportunity
Were seeking an Organizational Change Management (OCM) Specialist to play a key role in turning enterprise transformation into lasting meaningful change. This role leads and delivers change management efforts for an assigned cohort within the One Washington (OneWA) program helping agencies successfully navigate and adopt new ways of working. Partnering closely with cohort leadership the OCM Lead and cross-functional teams the OCM Specialist ensures change strategies are thoughtful consistent and people-centered. Through strong collaboration with agencies and internal partners this role builds readiness accelerates adoption and supports sustainable outcomes while actively modeling OneWAs Ways of Workingcollaboration transparency agility and shared accountability.

*This position is eligible to frequently telework the majority of the time and is typically not required to report on-site. If on-site is required your supervisor will make every effort to notify you at least 1 week in advance except in emergency or urgent situations. The default assigned work location of all One Washington positions both on-site and telework-eligible positions within the State of Washington.

Duties


One Washington(OneWA) led by the Office of Financial Management is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based Workday solution for finance procurement budget HR and payroll processes. OneWA is a long-term yet extremely fast-paced project anticipated to fully implement all phases by 2030. The projects core business hours are Monday through Friday and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However it is very common to work beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.

What youll work on
  • Serve as the organizational change management (OCM) resource for an assigned cohort supporting agencies through the adoption of new processes systems and ways of working.
  • Plan coordinate and execute change management activities including participant engagement communications coaching and readiness planning to support the successful implementation of enterprise initiatives.
  • Apply standardized OCM methodologies frameworks tools and templates while tailoring execution to meet the needs of assigned agencies and cohort initiatives.
  • Collaborate closely with cohort leadership and cross-functional team members to integrate change strategies into project planning delivery and execution.
  • Facilitate meetings workshops and training sessions to communicate change impacts gather input and support understanding and adoption of future-state processes.
  • Identify change impacts risks and resistance early; develop practical mitigation strategies and escalate issues constructively when needed.
  • Track analyze and report on change readiness adoption and performance metrics; synthesize quantitative and qualitative data into actionable insights and recommendations.
  • Support business process improvement and transformation efforts by identifying opportunities for efficiency standardization and operational effectiveness.
  • Partner with the OCM Lead to ensure consistency quality and alignment of change management practices across the OneWA program.
  • Model OneWAs Ways of Working by acting as one team speaking up early remaining agile in the face of change and taking shared responsibility for outcomes.

Qualifications

Required Qualifications:

  • Planning coordinating and executing organizational change management initiatives within complex enterprise-level programs.
  • Supporting adoption of business process changes including engagement coaching communications and training readiness.
  • Applying structured OCM methodologies frameworks and tools to guide consistent implementation across multiple teams or cohorts ensuring alignment with enterprise-wide OCM practices.
  • Interpreting metrics tracking progress and providing actionable insights to leadership and participants to inform change strategies and decisions.
  • Analyzing processes identifying gaps recommending solutions and implementing improvements to enhance organizational effectiveness.
  • Collaborating with cohort leads and peers to ensure consistency and provide backup support when needed maintaining continuity across cohorts.

Desired Qualifications:
  • Professional certifications in change management (e.g. Prosci Certified Change Practitioner ACMP CCMP) project management (e.g. PMP CAPM) or training/learning (e.g. CPLP).
  • Experience supporting organizational change management in enterprise-wide ERP implementations (e.g. Workday SAP Oracle) including familiarity with associated business processes.
  • Prior experience coordinating OCM activities across multiple teams or cohorts in large-scale programs ensuring alignment and consistent adoption of change strategies.
  • Knowledge of Agile Release Train (ART) or other scaled Agile practices and their application to change management.
  • Experience facilitating workshops training sessions or coaching for diverse audiences applying adult learning principles to drive adoption and sustainment.
  • Proficiency with collaboration and project management tools (e.g. MS Teams SharePoint Smartsheet) to effectively track communicate and report on OCM activities.
  • Strong facilitation presentation and communication skills with the ability to convey complex information clearly to participants at all levels.
