Duties and Responsibilities (* denotes essential functions)

    1. *Responsible for overseeing theten-campus Bridge to Hope (BTH) Program a systemwide effort to provide support to currentFirst-to-Workstudent participants which includes but is not limited to: responding to student inquiriescoordinating referrals with First-to-Work officescollaborating with BTH Campus contacts and providingaccurate interpretation of applicable State Agency (Department of Human Services and First-to-Work) rules policies and procedures to facilitate student compliance in a manner supportive of student success.
    2. *Serve as the liaison between the University of Hawaii campuses First-to-Work offices and the State of Hawaii Department of Human Services (DHS) to ensure collaboration among on-campus and community partnersand consistent application of FTW educational policies.
    3. *Recruit train and manage BTH campus contacts for each UH campus.
    4. *Collaboratewithand support the BTHCampus Contactsto ensure consistent communication and resources for academic success and personal support are provided to BTH student participants in order to meet First-to-Work requirements.
    5. *Ensure consistent support across all campuses including: determiningstudent eligibility for BTH servicesonboardingand orientationfor BTH participantsprocessingFTW verification ofstudent educational activitiesand developingon-campus job placements.
    6. *Prepare monthly invoicing fiscal reports and annual grant reportsin compliance with BTH contract and scope of services. Monitors program budget in consultation with unit fiscal administrators to ensure fund availability and expenditures are in accordance with state and University policies and and submit annual grant requests.
    7. *Maintain a student database management system that is secure and accurately reflects student eligibility participation and degree completion.
    8. *Serve as the UH Manoa campus contact for Bridge to Hope. Provide appropriate resources and referrals to BTH student participants which includes: familiarity with on-campus student support services basic needs and academic success services. Provide holistic student support services for BTH student participants utilizing strengths-based approaches.
    9. *Convene all campus BTH Coordinators meetings including internal/external stakeholders when appropriate.
    10. *Develop new initiatives activities and programs to address the needs of BTH studentparents and low-income familiesand ensureservices are in compliance with grant requirements.
    11. Conduct workshops for BTH students to enhance academicsuccessretention and to develop social and implement strategies that will provide for an efficient delivery system of required and permissible student services for program participants.
    12. Evaluate programs and services for campus contacts student participants and other campus stakeholders.
    13. Create and implement a comprehensive outreach and recruitment strategy to engage new student maintenance of BTH social media.
    14. *Represent BTH at regular system campus division and departmental meetings programs and includes regular campus and system meetings with SEED and BTH stakeholders.
    15. Serve on system campus and community committees when appropriate. Communicate program objectives goals and the needs of participating students to the broader campus community.
    16. Attend relevant and appropriate state regional and national conferences trainings and meetings regarding BTH and/or low-income student parents.
    17. Other duties as assigned.


Minimum Qualifications

    1. Possession of a baccalaureate degree in social sciences education family resources public policy public administration social work or related field and 3 year(s) of progressively responsible professional experience with responsibilities for student support services in higher education and/or case management; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
    2. Considerable working knowledge of principles practices and techniques in the area of student support services human services case management and/or social services as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
    3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with student support services human services case management and/or social services.
    4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
    5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
    6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
    7. Demonstrated ability to operate a personal computer apply word processing software.
    8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
    9. Experience working with low-income individuals first-gen students student parents and/or individuals receiving public benefits.
    10. Demonstrated ability to understand and utilize strengths-based approaches in providing direct student services as well as program design and implementation.
    11. Experience with outreach organization and planning programs and workshops in a higher education setting.
    12. Experience conducting workshops and resource navigation trainings in small and large groups in-person and online.
    13. Working knowledge of financial aid policies processes and student eligibility requirements including federal state and institutional aid programs.
    14. Working knowledge of post-secondary student support services and external resources.
    15. Ability to work outside of normal working hours including evenings weekends and holidays as directed.
    16. Ability to travel independently to various geographical locations in a timely may be fulfilled by a valid Hawaii Drivers license (class 3) comparable drivers license or other means of transportation which meets position needs.
    17. Demonstrated commitment and/or experience supporting the success of students.


Desirable Qualifications

    1. Masters Degree from an accredited college or university in Social Work Higher Education Administration Education Public Policy Public Administration Family ResourcesSocial Sciences or related field.
    2. Experience working with First-to-Work case management or TANF program requirements.
    3. Experience in student services retention initiatives or academic advising within a higher education setting.
    4. Experience with grant administration program evaluation grant reporting and data analysis.
    5. Knowledge of University of Hawaii systems including sece RCUH Banner Kuali Financial System (KFS) eTravel.
    6. Demonstrated leadership in supervising personnel overseeing project and workload management.
