Job Summary

The New York City Housing Authority (NYCHA) is the nations oldest and largest public housing authority with more than 177000 apartments and responsibility for administering a citywide Section 8 Leased Housing program that serves over 150000 additional tenants. NYCHAs Asset & Capital Management (A&CM) Division leads the Authoritys capital sustainability and resiliency programs that comprise a $6 billion capital projects portfolio one of the largest in NY State as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning comprehensive design standards innovative financing and project delivery models strong partnership with NYCHA residents and other stakeholders and effective program and project management of capital investments. The Division also positions NYCHAs housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices improving residents quality of life while enhancing building performance. Capital Programs is responsible for end-to-end management of over 500 active modernization projects across the Authoritys properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents and include modernization of building systems interiors and exteriors apartments and grounds. Current programs focus on heating systems elevators roofs brick facades CCTV and layered access controls entryways flood protection and resiliency community centers lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches with budgets ranging from $100000 to up to $100 million per project.

Reporting to the Deputy Director overseeing A&CMs Mentorship Program the Project Manager Trainee will learn introductory project management work by providing support to the Project Management Teams in delivering the capital portfolio on time within budget and with the highest level of safety and quality. The successful candidate will be trained to:

in management of capital contracts through all project phases - planning design procurement construction and close-out.
and review schedules and reports to assure conformance with project completion dates.
in preparing comprehensive project files.
meetings with internal and external stakeholders; prepare meeting minutes.
support in preparing forms of proposal tracking addenda attending bid openings participating in post-bid meetings and assisting in bid comparison and analysis.
with constructability reviews submissions sub-contractor approvals processing payments RFI responses delay analyses and schedules.
field sites regularly to assist in scoping meetings resolving design and/or construction issues.
in the audit of contracts by HUD or other stakeholders.
in obtaining all required external approvals to ensure proper funding is in place.

CONSTRUCTION PROJECT MANAGER I - 34201


Qualifications :

1. Four years of full-time satisfactory experience performing construction inspection or construction management work on construction projects; or
2. Four years of full-time satisfactory experience in building construction as a journeyperson in one of more of the skilled building construction trades; or
3. A valid license as a professional engineer or registered architect issued by a board of examining engineers or architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A baccalaureate degree from an accredited college in architecture architectural technology landscape architecture construction construction technology or construction management or chemical civil including structural bridge design or sanitary electrical or mechanical engineering or engineering technology; or
5. A combination of 1 2 and 4 above sufficient to equal a total of four years of education and experience. Education leading to a baccalaureate degree in the areas described in 4 above will be credited on the basis of 30 semester credits for each year of acceptable experience.

License Requirement
Possession of a Motor Vehicle Driver License valid in the State of New York. Employees must maintain the license during their employment.
