Intro/Program Description:Goddard Riverside Community Center (GRCC) Learning to Work (LTW) for Transfer SchoolsProgram at Edward Reynolds West Side High School provides students over-aged and under-credited ages 16 -21 with services and opportunities to foster engagement through academic and personal development thatleadto earning a high school diploma. Primary goals include getting students to graduate with realistic and meaningful post-secondary plansgainknowledge and skills that will increase the employability and awareness of post-high school opportunities available to them. Some opportunities include higher education trade/technicalschoolsand community service programs. Using the Primary Person Model each student has an LTW Staff Member as a support to minimize and/or remove barriers toward graduation including engaging students in college preparation and meaningful career exploration including subsidized internships academic and personal support services to increase self-direction and self-sufficiency.

Purpose of Position:The LTWAssistantDirectorof Fiscal & Operations Manager will ensure the smoothtimely and compliantoperation of all fiscal and operational systems within the Learning to Work program. Thisroleis responsible formanaging budgets vendor payments HR onboarding workflowspetty cash and stipend/certification processes. The ideal candidate is detail-orientedhighly organized and able to manage multiple concurrent deadlines while supporting theinternship department and overall program position reports directly to the LTW Program Director andoperatesunder the Directors supervision for all fiscal compliance staffing and operational matters.

Schedule: Monday through Friday from 9:00 am to 5:00 pm with occasional nights and weekends.

Qualifications

Role Responsibilities and Essential Duties

  1. Fiscal Management & Compliance

  • Maintain oversight of the LTW program budget ensuring all spending aligns with DOECBO and funder guidelines.

  • Track spend-down in real time and provide monthly updates to the ProgramDirector.

  • Ensure all vendor contracts are created approved and active before services begin.

  • Submit track and reconcile all vendor invoicesin a timely manner.

  • Ensure proper documentation and compliance for all fiscal activities.

  • Maintainaccurateand organized fiscal folders documentation and internal trackingsystems.

  • Coordinate with Fiscal HR and DOE liaisons to resolve discrepanciesimmediately.

  • Maintain a master inventory of all purchased certifications licenses program seats and prepaid services.

  • Ensure all fiscal documentation is audit-ready and aligned with DOE funder and CBO requirements

  1. Petty Cash & Purchasing

  • Manage petty cash with strict accuracy and transparency.

  • Reconcile petty cash logs andsubmitreimbursements before monthly deadlines

  • Ensureall receiptssign-offs and documentation are completed correctly and uploadedpromptly.

  • Verifyall purchases are approved andappropriate beforesubmission.

  1. Internship Department Support

  • Support the Internship Coordinator inmaintainingaccurateintern onboarding files.

  • Monitor stipend eligibility and ensuretimelysubmission of intern hours.

  • Track certifications (OSHA CPR GoogleSafeServ etc.) andensurestudents who complete them receiveappropriate stipendsor credits.

  • Ensure that all HR onboarding documents aresubmittedaccurately and on time.

  1. Systems & Operations

  • Maintain operational systems for tracking intern hours certification completions stipend eligibility vendor activity and program inventory.

  • Flag discrepanciesimmediatelyand work with the Program Director to resolve them.

  • Assistin preparing reports for funders DOE leadership and internal audits.

  • Create andmaintaina real-time spend-down tracker distinguishing:
    Active expenditures
    Prepaid but unused resources
    Rolled-over or deferred program assets

  • Flag underutilized purchases quarterly and present recommendations to the Program Director for strategic deployment (e.g. certifications drivers education training seats).

  1. Data Systems Management & Compliance Reporting

  • Maintainaccurate up-to-date student data across DOE-required platforms including New Visions andGroupTrails.

  • Ensuretimelyandaccurateentry of:

  • Postsecondary outcomes and milestones

  • Work-Based Learning (WBL) hours and participation

  • Student attendance related to LTW programming

  • Conduct routine data audits to ensure alignment between internal trackers fiscal documentation and DOE/LTW reporting systems

  • Collaborate with program staff to resolve discrepancies and ensure data reflects approved services certifications and participation.

  • Prepare data outputs asrequiredfor LTW DOE funders and internal compliance reviews.

  • Create andmaintaina real-time spend-down tracker distinguishing:
    Active expenditures
    Prepaid but unused resources
    Rolled-over or deferred program assets

  • Flag underutilized purchases quarterly and present recommendations to the Program Director for strategic deployment (e.g. certifications drivers education training seats).

  1. Reporting & Oversight

All fiscal reports projections reclassifications and compliance documentation will be reviewed and approved by the LTW Program Director prior to submission to Fiscal DOE or funders.

  • Prepare quarterly fiscal summary briefs for the Program Director that can be shared with the Principal DOE and funders upon request.

  • Support internal and external audits bymaintainingorganized fiscal and operational records.

Qualifications/Educational Requirements

  • A bachelors degree

  • At least two years of experience working in an agency that provides multi-generationalfamilysservices in basic needs education resourcesutilizingtechnology and data management tools.

  • Must obtain Department of Education fingerprint clearance andmaintainthroughout duration of employment.
