WORK FROM HOME
The successful candidate for this posting may be eligible for participation in a hybrid work from home arrangement in alignment with the Citys Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
FLEX
The successful candidate for this vacancy would participate in a modified work week earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.
POSITION FUNCTION
Developing and maintaining the Facilities Asset Management Program which includes supporting long-term planning implementing asset management frameworks and conducting lifecycle and risk analyses to inform financial decisions. The role involves maintaining accurate asset inventories preparing preventative maintenance schedules and budgets configuring and coordinating asset management systems and generating customized reports. Additional duties include providing technical support and training to system users ensuring data quality contributing to the review of policies and best practices and collaborating with various stakeholders while conducting site visits.
KEY DUTIES
- Oversee and maintain the Citys operations management system for facilities related assets and associated maintenance activities.
- Maintenance of a comprehensive facility asset inventory list
- Contribute to the formulation of long-term asset management strategies
- Development and monitoring of service levels for facility assets
- Support the Citys Facility Maintenance staff by providing technical assistance and guidance regarding preventative and reactive maintenance tasks.
- Lead the development of scope budget return on investment (ROI) analyses business cases and support documentation required for capital planning activities.
- Conduct thorough reviews of project background information and historical data to accurately define project requirements.
- Report on various aspects related to the Citys asset portfolio including annual summaries to Council Tangible Capital Asset statements and facility condition assessments.
- Support the development of the Citys short medium and long-term capital budget.
- Lead projects from start to finish. Including the development of project documents procurement of resources coordination of stakeholders and project reporting.
- Analyze and develop strategies to support capital planning for facility assets using a risk-based approach aiming to achieve the lowest long-term cost while maintaining service levels.
- Participate in and support requirements related to the Enterprise Asset Management (EAM) system and the provincially regulated Corporate Asset Management plan as it pertains to facility assets.
- Maintain current knowledge of emerging practices concepts and industry drivers relevant to facility asset management.
- Analyze future funding and expansion requirements to sustain current service levels.
- Review existing asset data to identify projects and programs for the capital projects team to execute.
- Perform risk-based analysis to determine investment priorities across the Citys capital projects portfolio. Collaborate with the Citys IT Department and third-party vendors to manage life cycle planning software.
- Utilize the Computerized Maintenance Management System (CMMS) software as required.
- Establish reports standards goals and performance targets for metrics and key performance indicators to validate the annual success of the capital program.
- Compile reports as necessary to support sound capital planning decisions.
- Coordinate cyclical audits of overall facility condition and regular monitoring of specific building systems

QUALIFICATIONS
Formal Education Training and Occupational Certification:
- Bachelors degree or diploma in engineering related to architecture or building systems. Plus relevant experience in civic facilities; or an equivalent combination of training and
- Preferred: Certificate in Asset Management Planning
- Preferred: Project Management Professional (PMP) designation
Experience:
- 3 years of progressive experience managing facility assets. Preference for experience in a public sector role.
Other:
- May be requested to substitute in a more senior position.
