Functional Specialist Case Management and ERP

Must Haves:

• 5 years Demonstrated subject matter expertise in medical imaging technology and clinical workflows across ologies (e.g. Radiology Cardiology Digital Pathology etc.).
• 5 years Working knowledge of Clinical Viewers and specialized Medical Imaging Viewers.
• 5 years Advanced knowledge of clinical and medical imaging systems used in medical imaging environments (e.g. HIS RIS EMR PACS VNA CDR Image Broker Integration Engine).
• Bachelors or Masters degree in a health informatics related discipline or an equivalent combination of education and demonstrated experience in health information systems clinical informatics or diagnostic/medical imaging solutions.
• Minimum 5 years experience providing business analysis for health I&IT initiatives information systems including requirements elicitation analysis and documentation.
• Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions.
• Experience developing solution architectures or designs and architecture roadmaps.
• Experience working with and/or knowledge of key health informatics standards and interoperability profiles used in medical imaging: HL7v2 FHIR DICOM and IHE.
• Experience working in the public/private sector preferably in a health care setting.
• Experience with and knowledge of Project Management concepts (e.g. project goals risk scope participant roles planning and quality management).
• Excellent Communication skills both verbal and written and strong stakeholder engagement skills.

Description

Background Information:

• The purpose of this procurement is to procure one Senior Functional Specialist will serve as subject matter expert for the Medical Imaging Program providing expert support for the provincial Enterprise Image Viewer (EIV) initiative and contributing to the implementation planning for the EI-VNA.

Responsibilities:

• Provides subject matter expertise to support program planning for the provincial EIV and implementation planning for the provincial EI-VNA initiatives.
• Provides subject matter expertise in requirements elicitation analysis validation and documentation activities for the EIV by working closely with business stakeholders subject matter experts and technical teams to understand business needs user expectations and solution impacts.
• Provides subject matter expertise in the development and maintenance of clear structured business and functional requirements use cases process flows and supporting artifacts that enable solution design development testing and implementation.
• Supports initiative and solution planning activities by helping to define business objectives success criteria scope boundaries dependencies and priorities aligned with organizational strategies and outcomes.
• Leads business clinical and technical working groups to engage with stakeholders for the solicitation validation and prioritization of EIV requirements.
• Conducts options assessments and gap-fit analysis to inform business decision-making.
• Provides subject matter expertise to support the development of the provincial EIV and participates in the evaluation of responses and the selection of a qualified EIV vendor and product.
• Supports the product delivery and testing teams and coordinates with vendors and stakeholders to support system and acceptance testing.
• Supports site onboarding activities including conducting integration analysis and design and supporting delivery and organizational change management teams.
• Facilitates gap-fit and solution alignment sessions with vendors clinical stakeholders and technical teams.
• Documents standardized provincial data access and contribution workflows for medical imaging.

Desired Skills:

• Advanced analytical and problem-solving skills to assess medical imaging business processes workflows and solution impacts identify business privacy and security risks and support mitigation strategies aligned with provincial objectives.
• Demonstrated experience leading requirements elicitation analysis validation and documentation facilitating discussions and negotiation with internal and external stakeholders and producing clear functional and technical documentation for technical and non-technical audiences.
• Experience supporting solution delivery and testing activities including collaboration with QA teams on test planning validation and user acceptance testing.

• Experience contributing to business cases feasibility assessments and cost-benefit analysis for health I&IT initiatives.
• Ability to monitor progress manage issues and risks and report status to I&IT management and stakeholders in a complex delivery environment.
• Awareness of provincial national and international trends in medical imaging digital health and interoperability to inform analysis recommendations and solution design.
• Awareness of market leading enterprise/universal image viewers and key features and capabilities of modern enterprise image viewing platforms.
• Awareness of public cloud technologies and service delivery models (SaaS PaaS IaaS).
• Ability to work independently setting priorities and delivering outcomes aligned with program goals timelines and governance requirements.
• Strong interpersonal and collaboration skills with a proven ability to work effectively with:
• Business clinical and technical stakeholders across the Agency and the broader health sector
• Architecture privacy security and policy teams
• Medical Imaging vendors and delivery partners
• External organizations (e.g. Ministry of Health Canada Health Infoway)

Deliverables

Deliverables Include:

• Provide subject matter expertise in medical imaging to the Medical Imaging Program and project teams.
• Elicit analyze and document business clinical and technical requirements to inform the provincial EIV planning including documenting use cases desired feature set and technical requirements in collaboration with business clinical and technical stakeholders.
• Conduct an options assessment and gap-fit analysis for meeting the defined EIV requirements.
• Define validate and/or refine solution architecture and designs for the Provincial EIV and EI-VNA ensuring alignment with provincial standards clinical workflows interoperability requirements and out-of-the-box vendor capabilities.
• Subject matter input to support system configuration of the technical foundation including infrastructure components interfaces networking security roles and permissions and end-to-end data flows working closely with vendors and technical delivery teams.
• Assist with the analysis design and testing of site integration solutions for contributing sites.

Additional Terms

• Term: The term of this Engagement Assignment is 269 Business Days with an option to extend for up to an additional 129 days at the Agencys discretion. The Engagement Assignment may be extended for unused Business Days at the Agencys discretion.
• The resource will comply with the Agency policies and procedures.
• The Agency systems cannot be accessed from outside the province of Ontario and Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from the Agency.
• Assignment Type: This position is currently listed as Hybrid. The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
