Job Summary

Reports To: Business Office Coordinator

Primary Purpose

To ensure an accurate and efficient accounting of ESC funds through prudent fund accounting and internal monitoring of funds.

Education/Certification

  • Bachelors Degree with a major in accounting preferred.
  • TASBO Certification preferred.

Special Knowledge/Skills

  • Knowledge of governmental accounting and auditing principles established by the Governmental Accounting System Board (GASB).
  • Knowledge of computerized accounting systems Skyward Qmlativ experience a plus.
  • Ability to analyze and interpret financial data evaluate accounting problems develop data and recommend improved procedures.
  • Ability to develop complex accounting reports spreadsheets and databases.
  • Effective organizational communication and interpersonal skills.
  • Ability to take initiative and solve problems.
  • Knowledge of general and special revenue funds.

Experience

  • Two years prior accounting experience; school setting preferred.

Essential Duties and Responsibilities

**This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.

  • Maintain effective rapport with staff and general public handling any problems or concerns in a prompt and courteous manner.
  • Classify record and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and ESC procedures.
  • Compute and prepare data for journal entry and budget transfers.
  • Enter deposits into the accounting software and verify that accurate accounts and amounts are entered
  • Monitor and maintain accuracy of the general ledger by posting journal entries budget amendments cash receipts wire transfers and other transactions as needed for complete and accurate reflection of the districts financial transactions in the system of record.
  • Prepare monthly reconciliations of bank accounts and investment accounts with general ledger accounts
  • Sales Tax reporting/remittance to the State
  • Assisting in reconciling cash investments and accounts payables accounts.
  • Perform cost accounting activities and investment bank reconciliation.
  • Review and verify the accuracy of journal entries accounting methods and procedures.
  • Assist in month-end and year-end close.
  • Cross-train with Accounts Receivable Senior Accountant and Grants Administrator.
  • Responsible for posting PayPal credit card receipts.
  • Assists with purchasing accounts payable grants and accounts receivable.
  • Develop and present training material.
  • Develop and maintain a desk procedures manual for this position.
  • Comply with policies established by federal and state law State Board of Education rule and local board policy.
  • Other duties as assigned.

Equipment/Specialized Software Used

Computers projection devices control panels in meeting rooms printers productivity software software specific to the job assignment network resources internet resources and other hardware and software necessary to perform the functions of the job effectively and efficiently.

Working Conditions (Mental Demands/Physical Demands/Environmental Factors)

Mental: Public relations and people skills are always required work with frequent interruptions and maintain professional composure and confidentiality under stress.

Physical: Occasional prolonged and irregular hours ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Frequent region and state-wide travel.

Environmental: Open Cubicles/workstations

Evaluation

Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance need and funding.
