The Department of Emergency & Military Affairs (DEMA) led by The Adjutant General provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sectionsoperations preparedness and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally DEMA is the headquarters for the Arizona National Guard the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community state and federal missions.

Job Summary:

The Grant Program Manager will provide program-level management and oversight of grant awards. The incumbent of this position will manage mitigation projects under State and Federal Hazard Mitigation Assistance (HMA) programs including: Building Resilient Infrastructure and Communities (BRIC) Pre-Disaster Mitigation (PDM) Flood Mitigation Assistance (FMA) Hazard Mitigation Grant Program (HMGP) Hazard Mitigation Grant Program Post Fire (HMGP - Post Fire) Safeguarding Tomorrow through On-going Risk Mitigation (STORM) Act Legislative Pre-Disaster Mitigation (L-PDM) and State sponsored hazard mitigation projects. This position will also lead a small team of Emergency Management staff while working with applicants in developing Hazard Mitigation Grant Program (HMGP) projects during federally declared events including Fire Management Assistance Grants (FMAG). Personally prepares for any time (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and / or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy. Actively participates in promoting a continuous improvement workplace culture through the use of teamwork root cause problem solving standard operating procedures and review of performance metrics.

Job Duties:

Responsibilities include:
Advising a team in the review of grant application submissions ensuring all application documents are complete accurate and compliant with State and Federal eligibility criteria.
Completing final inspections of completed projects through on-site visits comparing completed work with approved SOW; preparing Final Inspection Reports (FIR) of completed work through on-site visits.
Collaborating and hosting Hazard Mitigation Workshops for state and local officials. Demonstrating a working knowledge of State and Federal Public assistance and HMA programs for assessing disaster effects.
Supervising preliminary site assessments of potential hazard mitigation sites. Reviewing Notice of Intent (NOI) reviews for completeness. Assisting in Review & Ranking panels. Conducting site inspections with Public Assistance staff for potential inclusion of damaged sites under HMGP.
Performing interim inspections of project progress through on-site visits with coordinators. Comparing work-in-progress with approved Scope Of Work (SOW). Addressing SOW changes and amendments as necessary.
Driving top-tier level communications with sub-applicants regarding program overview and consultation of project proposals.
Reviewing Financial Quarterly Reports in eGrants and FEMA GO to ensure accuracy. Managing e-files and hard copies regarding project information and properly filing and updating per document retention requirements.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
Federal Processes and procedures utilized in delivering FEMAs Hazard Mitigation Assistance programs.
Laws rules and regulations related to FEMAs Hazard Mitigation Assistance (HMA) program and the Hazard Mitigation Grant Program (HMGP) to include 2 CFR and federal and state procurement requirements.
Problems and limitations specific to natural and man-made disasters.
Program management and end-to-end project delivery and oversight.

Skilled in:
Effective Establishing and maintaining effective working relationships with all levels of management and staff.
Organization and time management.
Assessing analyzing and problem-solving.
Using computer systems (e.g. Microsoft Suite Adobe Acrobat Google etc.) as well as internal databases (e.g. FEMA GO eGrants etc.).
Facilitating meetings and public speaking.

Ability to:
Listen effectively and take action based on communication received.
Mentor coach and counsel a small team of subordinate staff.
Establish and maintain effective interpersonal relationships with coworkers and applicants.
Prioritize and manage assignments with frequent changes in priorities and deadlines.
Be a motivated self-starter that promotes teamwork and collaboration in a cross-functional environment.

Selective Preference(s):

Desired qualifications include any combination of experience education and training that meets the knowledge skills and abilities as described. Preference given to those with experience in FEMAs Hazard Mitigation Assistance (HMA) program to include BRIC FMA HMGP HMGP-Post Fire STORM and PDM. Experience in eGrants FEMA GO NEMIS and Grants Portal systems is preferred.

This position requires possession of and ability to retain a current valid Arizona state-issued drivers license appropriate to the assignment. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R.12.)
In State travel required.
Individual is required to pass a criminal background investigation.
