Job Duties
Actively participate in the productive effective and cost-efficient delivery of programs and services which support and enhance field operations to achieve the goals mission and vision of the Department.
Position directs and coordinates the Department of Corrections (DOC) Real Estate leasing program prison site acquisition real property transfers and real estate records statewide. Position directly manages difficult and visible real estate transactions to include: managing the notice and public hearing process required by Code for establishment of probation and parole offices. Under the leadership of the Assistant Director this position will serve as a liaison with other internal and external agencies providing guidance and direction in developing and achieving strategic goals for acquisition use and disposal of real property. Position will oversee the development of floor plans for new and renovated office spaces and coordinate the process with architects unit managers contractors and property owners. Position will ensure all clients receive timely real estate information in a fiscally responsible manner in compliance with Department of General Services Guidelines and Department Administrative Procedures.
Minimum Qualifications
Experience in negotiating and managing acquisition and disposal of real estate. Experience managing a large portfolio of leases. Experience in analyzing commercial real estate transactions including financials and transaction documents. Experience in examining title reports surveys property descriptions appraisals and environmental surveys and reports. Experience procuring services related to real estate transactions. Demonstrated skill in Microsoft Office programs. Some knowledge of the Department of Corrections.
Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter in accordance with the Code of Virginia 2.2-3100.
Ability to complete COI training within two (2) months of hire and every other year thereafter as required by Code of Virginia 2.2-3132.
Additional Considerations
Previous knowledge and experience working with public sector Real Estate transactions. Advanced working knowledge of Department of General Services Guidelines.
