GENERAL DESCRIPTION:


The Wyoming Department of Transportation (WYDOT) is committed to providing a safe high-quality and efficient transportation system for the State of Wyoming. WYDOT now seeks a full-time Engineer II located in Torrington Wyoming. This position is responsible for but not limited to performing tasks for highway projects from inception through design construction and contract completion under the direction of the Resident Engineer.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Issues reviews comments and revises plan sets.
  • Reviews and approves or rejects project submittals/permits.
  • Reviews and updates forms and documentation procedures regarding construction activities and pay quantities.
  • Inspects and assures projects/facilities are completed according to plans specifications design criteria and budgetary constraints.
  • Compiles and submits engineering recommendations and summaries for designing various projects/facilities with varying levels of complexity.
  • Conducts extensive research of existing and evolving technologies.
  • Provides technical guidance advice and oversight.
  • Works in direct contact with contractors and subcontractors daily in the management of projects under construction.
  • Deals with landowners traveling public local county state and federal government entities in the same context.
  • Performs field inspections laboratory testing materials analysis and quality control.
  • Develops engineering models conducts studies makes cost estimates and submits reports summaries and other required documentation.
  • Reviews and evaluates the work of assigned engineering technicians.
  • Performs inspections and testing to assure the contractor is constructing the project according to plans specifications etc.
  • Provide the contractor with the necessary information to construct a project (showing a project and interpreting plans).
  • Calculates and documents quantities for payment to the contractor.
  • Examines and verifies numeric data and specifications on source documents by recalculating computations using geometry or trigonometry.
  • Resolves geometric and trigonometric problems encountered during the process of making detailed engineering drawings.
  • Reviews construction plans and verifies that these are in accordance with designated specifications and other requirements.
  • Conducts field engineering surveys including operating a level operating a total station GPS and making decisions to solve problems.
  • Checks and verifies the accuracy of detailed project drawings and makes corrections in drawings if necessary.
  • Designs preliminary work calculating land areas earth forms circular curves material quantities and other qualitative measurements using geometric and trigonometric computations.
  • Trains other personnel in engineering and surveying and trains personnel on proper fieldwork documentation techniques.
  • Coordinate with the contractor other agencies and the public when a project impacts them.
  • Oversees moderate to major construction projects by documenting pay quantities directing the work schedule of subordinates and working with a contractor for quality control.
  • Ensures materials sampling and testing are performed properly; audits material summaries for QA/QC purposes.
  • Prepares water agreements materials agreements and other necessary agreements.

Qualifications

  • Valid DriversLicense
  • QC/QA Certification in Soils & Aggregate Asphalt and Concrete


KNOWLEDGE:
  • Knowledge of authoritative reference materials in the field of engineering.
  • Knowledge of surveying and surveying instruments and measurement and testing equipment and systems.
  • Knowledge of complex algorithms used in mathematical computer models to recognize the theory as the basis of their use.
  • Knowledge of construction methods and processes project scheduling cost estimating procedures and material quantity takeoffs.
  • Knowledge of scientific and/or technical research practices.
  • Knowledge of principles theories concepts and practices of engineering.
  • Knowledge of computers calculators survey equipment and testing equipment is constant.
  • Knowledge of contemporary practices in road construction contracts.
  • Knowledge of analyzing a situation and based on education experience policies and specifications developing a solution and then implementing the solution.
  • Knowledge of word processors spreadsheets and other computer programs.
  • Ability to interpret plans and specifications based on sound engineering principles.
  • Skills in engineering calculations and accounting procedures.
  • Skills in interpersonal relations and communications.
  • Skills in oral and written communication.
  • Skills in decision-making and direction of work activities.
  • Skills in making engineering calculations highway construction planning and design.
  • Knowledge of WYDOT policies and procedures and engineering principles related to highway design and construction.


MINIMUM QUALIFICATIONS:


Education:
Bachelors Degree (in Engineering)

Experience:
0-3 years of progressive work experience (in Engineering) with acquired knowledge at the level of an Engineer I.

Certificates Licenses Registrations:
Engineer in Training (EIT) License or Fundamentals in Engineering (FE) Required.

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:


  • Ability to sit/stand and operate equipment for long periods.
  • Work outdoors for extended periods in adverse environmental conditions.
  • Work around heavy machinery.
  • Working around high-speed traffic and heavy construction equipment.
  • Physical Ability: Bending stooping and lifting up to fifty (50) pounds; safely lifting and moving necessary materials from one point to another.

  • FLSA: Non-Exempt
  • WYDOT will conduct motor vehicle record checks to verify a valid drivers license.
  • Occasional overnight travel is required.

  • **Qualifying Eligibility and Criteria for the Hiring Bonus**
    • Temporary employees accepting a full-time position.

    • Current employees accepting a promotional opportunity - recruitment must have been opened to the public.

    • One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive and funds will be recouped from final pay.

    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period they would be required to pay the bonus back.
