The Human Resources (HR) Department is responsible for ensuring Washington State Department of Agriculture (WSDA) is compliant with all state and federal labor laws and regulations collective bargaining agreements policies and best practices. The staff within the HR department provides direction and consultation to managers supervisors and staff regarding all facets of human resource administration.


The Opportunity:

In support of the agency mission this position serves as the agency processor for personnel actions in SAP/HRMS. This position provides professional human resource consultation for all personnel/payroll actions within the agency interprets evaluates and resolves problems pertaining to the application of the Collective Bargaining Agreement (CBA) the Washington Administrative Code (WAC) and agency policy and procedures in the area of technical personnel and position management.

Important Notes

WSDA is recruiting for a full-time permanent Human Resource Consultant 2 position within the Human Resource Office. This position is located in Olympia Washington and is not represented.

This is an in-training opportunity and may be hired as Human Resource Consultant 1 or Human Resource Consultant 2 depending on qualifications.


What is an in-training plan The in-training is intended to provide an opportunity for an individual to gain the required experience on the job as part of a formal in-training plan. Upon successful completion of an in-training program the incumbent will move up to the next job classification that is listed on the in-training plan if applicable.


If hired at the Human Resource Consultant 1level the incumbent will be required to successfully complete the training plan to reach the goal class of Human Resource Consultant 2. The base pay offered will take into account internal equity and may vary depending on the preferred candidates job-related knowledge skills and experience.


Based on qualifications the annual salary range:


If hired as a Human Resource Consultant 1- In-Training:

Range 49 Step A $53136- Step L $69744 Annually


If hired as aHuman Resource Consultant 2:

Range 54 Step A $60132- Step L $78912 Annually

Duties

Include but are not limited to:

Processes personnel actions on both the employee and position side within the States Human Resource Management System (HRMS)

  • Review personnel/payroll advisements for accuracy.
  • Verify advisements accurately reflect correct position and salary data.
  • Ensure all requests are aligned with corresponding Washington Administrative Codes (WACs) and collective bargaining agreements (CBA) and include necessary justifications and documentation.
  • Input (keys) actions and data updates into HRMS accurately to meet payroll period cut-offs.
  • Process position and organizational management updates in HRMS.
  • Collaborate with the Classification and Compensation team in maintaining the Position Action Request (PAR) log.
  • Provide professional consultation to agency staff on the processing of personnel actions.

HR Data Reporting and Records Management
  • Oversee maintenance of confidential personnel and position files:
    • Prepare file transmittals for employees leaving WSDA; requests file transmittals for employees transferring to WSDA.
    • Prepare records for Records Center or destruction in accordance with State General Retention Schedule.
  • Process verbal and written requests for employment verification.
  • Provide appointment monitoring reports to senior HR Consultants and staff for timely completion or extension of appointments.
  • Run periodic increment (PID) reports to ensure timely changes to employee basic pay:
    • Research and correct PIDs for employees as necessary.
    • Monitor employee basic pay salary thresholds for impacts to overtime eligibility status per Washington Minimum Wage Act.
  • Assist with ad hoc requests public records responses and monthly distribution of data to meet the needs of agency divisions.
  • Coordinate ORCA transportation passes for employees whose duty station is King Pierce or Snohomish counties.

Qualifications

Who should apply
Professionals with:


Human Resource Consultant 1 (In-Training) to Human Resource Consultant 2:
  • High school diploma or equivalent.
  • At least one year of office experience in a related setting performing a wide range of human resources administrative duties OR equivalent education/experience. Duties may vary but must include entering data or using data from SAP/HRMS or equivalent system.

Human Resource Consultant 2:
  • High school diploma or equivalent.
  • At least two years of office experience in a related setting performing a wide range of human resource administrative duties OR equivalent education/experience with specific technical knowledge or experience in keying personnel and payroll actions in SAP/HRMS or equivalent system.
Additional qualifying experience will substitute year for year for education.

Preferred / Desired Qualifications:
  • Bachelors degree or certificate in administration business human resources or related field and one-year senior level office support or administrative experience or comparable education and/or experience.
  • Ability to extract and analyze information from various HR databases.
