Job Summary

The Position


The Contra Costa County Counsels Office is seeking to fill one (1) vacancy for an energetic self-starter with outstanding organizational skills and superior interpersonal and written skills to join our legal team as Chief of Administrative Services I. The County Counsels Office is the legal advisor to the Board of Supervisors the County Administrator County elected officials County departments boards and commissions and various other public agencies in the County.

In the County Counsels Office the Chief of Administrative Services I plays a critical role in ensuring the offices operational and fiscal stability. We engage in high-profile complex intellectually challenging and meaningful legal work while encouraging a work-life balance. We seek to hire someone who is comfortable working in a fast-paced confidential legal environment and has experience in the areas of budget personnel and office management.

The Chief of Administrative Services I is responsible for:

  • Administering the office under the direction of the County Counsel
  • Managing the departments financial operations including timekeeping payroll and record control
  • Assisting with the development and analysis of the departments annual fiscal year budget
  • Maintaining budget records throughout the year and coordinating the preparation of financial reports
  • Overseeing the departments information systems
  • Supervising evaluating and training support staff
  • Overseeing personnel matters and officewide recruitments
  • Overseeing facility and safety matters

Minimum Qualifications

Education: Possession of a Bachelors degree from an accredited college or university with a major in business or public administration public policy finance organizational development social or behavioral sciences or a closely related field.

Experience: Five (5) years of progressively responsible full-time experience in a managerial administrative or staff capacity performing administrative budgetary or personnel analyses.

Substitutions:
Experience Substitution:Four (4) years of progressively responsible full-time professional level experience with Contra Costa County in a managerial administrative or staff capacity performing administrative budgetary or personnel analyses may substitute for the required experience.

OR

Experience Substitution:Possession of a masters degree in business or public administration public policy finance organizational development social or behavioral sciences or closely related field may be substituted for one (1) year of the required experience.

Education Substitution:One (1) additional year of qualifying experience may be substituted for the required academic major.

DISASTER SERVICE WORKER

All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned and to return to work as ordered in the event of an emergency.
