Job Summary

Definition

Definition: Under general supervision of the Youth Services Director plans organizes and supervises all aspects of the Salt River Pima-Maricopa Indian Community Young River Peoples Council (YRPC). Provides leadership and responds to the emotional social and physical needs of the youth in the Young River Peoples Council. This job class is treated as FLSA Non-Exempt.


Essential Functions: Essential functions may vary among positions but may include the following tasks knowledge skills abilities and other characteristics. This list of tasks is ILLUSTRATIVE ONLY and is not intended to be a comprehensive listing of tasks performed by all positions in this classification.

Examples of Tasks

1. Supervises the overall operation of the YRPC Group and activities.

  • Provides supervision over YRPC staff that includes but is not limited to: coordinating providing guidance direction and consultation as needed as well as intervening in problem and crisis situations.
  • Attends and schedules meetings seminars workshops conferences and other training and educational opportunities.
  • Provides leadership including planning coordinating conducting staff meetings delegating responsibilities and providing direction as needed. Ensures program staff participation in all staffing meetings.
  • Serves on an on call basis and provides coverage for other staff when necessary.

2. Evaluates staff performance and provides goal-oriented staff supervision.

  • Evaluates employee performance and identifies individual strengths and weaknesses.
  • Provides employee orientation and training utilizing information derived from evaluations and annual program planning.
  • Participates in hiring disciplinary actions and addresses any work related employee issues concerns and questions in accordance with approved SRPMIC policies and procedures.

3. Fosters mentors guides and motivates the SRPMIC YRPC to implement goals and objectives that fulfill their mission statement.

  • Provides service that works to meet the intellectual social and cultural needs of all community youth.
  • Supervises and maintains control of youth council members during instructional programs leadership events and various other meetings and special events.
  • Strengthens the capabilities of the youth by creating opportunities to develop leadership skills work on community service projects and voice the needs or concerns of the community youth.
  • Communicates and provides regular feedback to youth on behavior and progress in the program and conducts routine discipline when needed.

4. Selects develops adapts and implements instructional methods and techniques for individual and group projects leadership demonstration and participation efforts in community service activities.

  • Develops and implements leadership skills training.
  • Assists with establishing and maintaining relationships with local state and national tribal youth council leadership organizations to share ideas and Best Practices.
  • Keeps youth and the public informed of current Youth Council projects and activities.
  • Assists with supervising and mentoring youth and instructional speakers.

5. Coordinates resources for the scheduling of activities and scheduled daily use of vehicles.

  • Ensures that all facilities are maintained in a safe clean and attractive manner.


6. Works and collaborates with other Community departments for resources. Recruits active youth that are eager possess willingness are ready to learn and prepared to actively participate in meetings at various government levels.

  • Assists with creating a fun atmosphere to attract youth and maintain motivation for participation.
  • Participates in Community based prevention education efforts through public presentations to foster and promote tribal youth leadership program during community events.
  • Promotes open communication with youth guardians or immediate caregivers.
  • Participates in collaboration with local departments and regional tribal youth councils to contribute to program development and provide program assessments.

7. Maintains departmental records and YRPC data.

  • Documents information and maintains confidential records and files.
  • Tracks all data for appropriateness of services and ensures that all data is entered in a timely manner
  • Completes forms logs and reports on a daily basis.
  • Analyze the quality of program services events and youth participation for program enhancement and delivery.

8. Assists with the preparation of the budget and participates in the annual budget review process and other budgetary meetings throughout the fiscal year as needed.

  • Monitors program expenses and ensures all staff follows policies and procedures regarding expenditures.
  • Receives all YRPC program requests and approves expenses.

9. Prepares quarterly and annual instructional outlines and related daily lesson plans covering relevant study areas pertinent to the YRPC. Conducts on-going program evaluation.

  • Ensures that activities are implemented as planned and that areas of concern are addressed with appropriate problem solving and/or actions. Keeps youth and the public informed of current YRPC projects and activities.
  • Assists with developing specific objectives activities and prepares reports or observations for groups and individual instructional programs for promoting personal and professional development growth and citizenship.
  • Researches compiles and prepares lessons related to Pima- Maricopa history culture and language.
  • Adapts and develops materials such as relevant arts dances and customs for use in prevention education curriculum.
  • Develops and implements groups focused on developing culturally relevant skills and attitudes.

10. Proposes new activities to the Department Director as needed. Facilitates program changes and implements new programs as directed. Works with other Youth Program staff and other Department staff to coordinate activities services and programs to promote communication and effective working relationships.

  • Establishes and maintains an environment that encourages teamwork interdependence and ethical behavior.
  • Assists staff in evaluating problematic cases. Makes referrals and recommendations for additional services as indicated.

Ensures ancillary services are readily available to all children and ensures all children family and referral source complaints are promptly handled.

11. Ensures written reports are submitted as required and consistently communicating with the Youth Services Department Director regarding YRPC events happenings and incidents.

12. Performs other job-related duties as assigned by the Youth Services Director to maintain and enhance departmental and program operation.

Knowledge Skills Abilities and Other Characteristics:

  • Knowledge of the culture customs traditions history and government of the Salt River Pima- Maricopa Indian Community.
  • Knowledge of the principles and practices of employee supervision including training counseling staff development and performance evaluations.
  • Knowledge of the principles of positive leadership and supervision in order to lead motivate coach and provide feedback to employees.
  • Knowledge of the field of prevention and community-based programming.
  • Knowledge of methods and techniques for counseling youths and their families.
  • Knowledge of concepts and practices for the care and treatment of youth at risk in society particularly the problems of Indian youth.
  • Knowledge of resources within and outside the Community that may be utilized in the program.
  • Knowledge of Behavior Management Techniques and how to use them with the youths.

  • Skill evaluating client needs and assessing progress in the program.
  • Skill evaluating staff performance and analyzing program effectiveness.
  • Skill promoting program objectives developing measurable outcomes and providing services in accordance with program objectives.

  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationships with SRPMIC co-workers resource agencies law enforcement and court personnel Tribal officials Community members and youths/juveniles.
  • Ability to drive various SRPMIC vehicles including the 15 passenger van.
  • Ability to operate a variety of standard office equipment including photocopiers FAX machines and personal computers including MS Office in order to fulfill job requirements.
  • Ability to maintain accurate records and prepare appropriate budgets or reports as required.

Minimum Qualifications

  • Education & Experience:An Associates Degree in Youth Development Recreation Administration or a closely related field AND three (2) years experience in program and coordinating structured and specialized youth program activities.
  • The following certifications are required:
  • Certified in CPR and First Aid required within first 6 months of employment.
  • Equivalency:Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position will be considered.


  • Underfill Eligibility:An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19 Underfill.

Special Requirements

  • Will be required to work beyond normal work hours including nights weekends and holidays.
  • Due to the confidential and sensitive nature of this position successful completion of an extensive background investigation may be required.
  • Must meet the physical requirements of performing CPR and First Aid.
  • Must possess and maintain a valid Arizona Drivers License
