The LA County Department of Human Resources (DHR) has authorized Hiring as an Emergency under Civil Service Rule 13.04 in response to Assembly Bill (AB) 2561 (McKinnor) which requires the County to report on high vacancy rates and recruitment efforts. This action supports a Countywide strategy to address persistent staffing shortages that threaten the delivery of essential public services. We are looking for qualified and committed individuals to help strengthen the County workforce and ensure residents continue to receive critical support. The Executive Office Board of Supervisors is seeking qualified candidates to fill emergency Head Board Specialist vacancies related to the effort to stabilize critical services and accelerate hiring in high-need areas.

Under the emergency order applicants who meet the requirements may be hired for an initial period of up to 90 days with an opportunity for permanent County employment.

During your initial work period you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Head Commission Services.

Essential Job Functions


  • Assists in planning assigning and evaluating the work of personnel providing administrative and staff support to various County commissions non-profit groups and the Joint Powers Authority Commission.
  • Develops and recommends divisional procedures; orients and trains division staff in their use.
  • Schedules all commission/committee meetings with senior staff members; coordinates the development of staff assignments and agendas for commission/committee meetings with other agencies and assists presidents or chairpersons in conducting commission/ committee meetings.
  • Has immediate responsibility for assisting in the implementation of commission special events conferences workshops and luncheons.
  • Assists in the preparation of research reports and prepares letters on controversial issues for submission to the Board of Supervisors as directed.
  • Serves as liaison with other divisions departments and outside agencies in regard to commissions activities.
  • Acts as Executive Officer to Joint Power Authority Commission and the City Selection Committee in the absence of the Executive Assistant and Chief Commission Services.
  • Acts for the Division Chief in their absence.

Requirements

REQUIREMENTS TO QUALIFY:
Option I:Three (3) years experience in a highly responsible staff capacity* analyzing and making recommendations for the solution of problems of organization procedure or personnel at the level of Los Angeles County class of Administrative Assistant III**.

Option II: Two (2) years experience in a responsible supervisory capacity at the level of Los Angeles County class of Head Board Specialist*** one (1) year of which must have been planning assigning and evaluating the work of personnel providing staff support to various County commissions non-profit groups and/or the Joint Powers Authority Commission in the Executive Office of the Board of Supervisors.

*Highly responsible staff capacityis defined as: staff experience at the senior level with extensive knowledge of program related area processes and procedures and experience in a specific subject matter.
**Administrative Assistant IIIis defined as: defines analyzes and makes recommendations for the solution of highly complex operating budgetary and financing and other management problems of a County department and participates in the implementation of their solution.
***Head Board Specialistis defined as: supervises the operation of a small work unit performing highly specialized clerical and staff support work or performs highly responsible staff support services in the Executive Office of the Board of Supervisors.

LICENSE:
A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
Physical Class II Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending stooping or squatting. Considerable ambulation may be involved.
