Duties and Responsibilities: Regulatory & Legal Compliance:
Ensure full compliance with fuel-specific legislation and regulations including:
Petroleum Products Act
Department of Mineral Resources & Energy (DMRE) requirements
Environmental laws (NEMA air quality hazardous substances)
Monitor regulatory changes and assess their impact on operations.
Maintain and renew all licenses permits and certificates.
Done at all depots.
Environmental Health & Safety (EHS) & ESG Compliance:
Champion and oversee compliance with:
Fuel storage and handling standards
Spill prevention and remediation procedures
Occupational Health & Safety Act requirements
Ensure proper hazardous material management including MSDS compliance.
Coordinate audits and corrective actions related to environmental incidents.
Champion and drive monthly quarterly ESG reporting for the group.
Internal Policies & Controls:
Develop implement and maintain:
Compliance policies and procedures.
Codes of conduct and ethics.
Standard operation procedures.
Ensure alignment between operational practices and regulatory obligations.
Embed compliance into business processes.
Risk Management & Compliance Monitoring:
Identify compliance risks across all depots.
Conduct regular compliance risk assessments at all depots.
Implement and maintain a risk register.
Audits Inspections & Reporting:
Coordinate and manage:
Internal compliance audits
External regulatory inspections
Prepare and submit required regulatory reports accurately and on time.
Track audit findings and ensure remedial actions are implemented.
Understanding of ISOs.
Done at all depots.
Training & Awareness:
Design and deliver compliance training for operational staff.
Promote a culture of compliance and accountability.
Ensure staff understand legal consequences of non-compliance.
Incident & Breach Management:
Investigate compliance breaches spills or regulatory violations.
Recommend disciplinary or corrective actions where required.
Stakeholder Engagement:
Support management and the board with compliance reporting.
Ensure alignment with compliance group reporting and requirements.
Record Keeping & Documentation:
Maintain accurate compliance registers and records.
Ensure traceability for:
Fuel volumes
Storage and transport documentation
Environmental and safety records
Retain documents in line with statutory requirements.
BEE and Employment Equity:
Support finance regarding BEE compliance.
Champion and drive EE compliance submission and reporting.
Requirements:
BSc Degree (relevant field such as Environmental Science Risk Management Law or similar).
45 years experience as a Compliance Manager or in a similar compliance-focused role.
Experience within the fuel / petroleum industry is highly advantageous.
Strong knowledge of regulatory frameworks applicable to the fuel sector.
Excellent analytical reporting and problem-solving skills.
High attention to detail and strong organisational abilities.
Willingness and ability to travel regularly.
