Job Summary

Reports to: Director of Enterprise Resource Planning Data & Analytics Office of Human Resources

The Human Resources Data & Reporting Analyst plays a crucial role on the Data & Analytics team in the Office of Human Resources (OHR) to drive strategy throughout the entire department. The mission of the Data & Analytics team is to make a positive impact in the Boston Public Schools (BPS) through collaboration and empowerment of teams across the district in their use of staff data to make data- and equity-informed decisions at all levels. The Data & Analytics team supports the internal data needs of the internal OHR and generates human resources data reports and interactive dashboards for principals principal leaders other central office departments and external stakeholders. The team establishes standard procedures for data requests common definitions and analytical processes and common reporting templates.

The HR Data & Reporting Analyst will serve as a critical thought partner for other OHR teams (Retention SubCentral and Guild etc.) as they work to drive school-level HR strategy that improves student outcomes. This position also manages the districts employee reporting process with external sources including the Department of Elementary and Secondary Education. Additionally the HR Data & Reporting Analyst will work with stakeholders in other BPS departments to support their data and reporting needs coordinate with OHR teams to identify and implement efficiencies produce meaningful analyses to drive system-wide improvements monitor and communicate OHRs progress towards goals and influence and inform the broader political landscape surrounding the districts efforts.

Responsibilities:

  • Manage the process of EPIMS (staff) reporting biannually to the state Department of Elementary and Secondary and Education (DESE) including:
    • Data clean up and maintenance throughout the year and prior to reporting.
    • Biannually (October to December and June to August) prepare the EPIMS state reports in collaboration with other members of the OHR and Information Technology teams and in conjunction with the DESE.
    • Supports reporting teams to cross validate (School Course Schedule and EPIMS) State reports and adjust data entry/reporting as necessary to meet business needs.
    • Manage employee state ID process (MEPID).
  • Manage the OHR Data Request process including coordinating resources across the team in consultation with the team and responding to immediate and longer-term requests for analysis of key departmental data for various audiences including City Council School Committee the media external researchers program partners etc.
  • Foster a data-driven culture to ensure that team members know how data can and should be used to inform decision-making help build analytical skills and knowledge within the department and ensure the integrity of data collection analysis and use.
  • Conduct analysis develop reports and build tools to ensure compliance inform strategy track progress and identify opportunities for improvement along key human resources indicators including but not limited to recruitment hiring diversity licensure and qualifications evaluation retention professional development and attrition.
  • Provide support and thought partnership to other teams in OHR (Retention SubCentral and Guild etc.) to identify metrics produce and interpret analysis and develop recommendations and action steps to improve human resources management.
  • Support the maintenance of employee-related data systems such as Peoplesoft Laborsoft Frevvo Vector and the SIS Aspen.
  • Supports the ad hoc reporting needs of various business owners in other BPS departments including but not limited to the Business office Food & Nutrition Services Special Education Office of Multilingual and Multicultural Learners Labor Relations and Legal etc.
  • Builds maintains and runs weekly monthly and seasonal reports that are scheduled.
  • Manages the process by which BPS retrieves DESE Licensure for all active staff and provides support to ensure the data is loaded to the appropriate systems..

Qualifications - Required:

  • Bachelors Degree or equivalent experience
  • Excellent analytical problem-solving executive functioning skills
  • 5 or more years of experience supporting large-scale data systems specifically in the field of education and/or HRIS/SIS systems
  • Experience with advanced analytical software (e.g. R Python SPSS STATA; preference for experience with R) including the ability to write scripts to clean and wrangle data create reproducible reports and automate tasks
  • Experience with data reporting tools such as SQLPeoplesoft Query and Tools Aspen export and import
  • Mastery of Microsoft Office suite with strong emphasis on advanced Excel skills
  • Expertise using Google Apps (especially Google Sheets)
  • Ability to work collaboratively with various stakeholders from all levels of the organization
  • Ability to understand business needs and reporting requirements and effectively communicate them to team members
  • Project management skills and strong orientation toward team-work and collaboration with a demonstrated ability to work cross-functionally
  • Detail-oriented highly organized with strong time management skills and the ability to prioritize competing demands
  • Strong oral and written communication skills particularly in translating data into easy-to interpret actionable reports presentations and findings

Qualifications - Preferred:

  • Experience working for a school district or charter school and specifically working on EPIMS reporting to DESE
  • Demonstrated experience with process improvement
  • Experience working with BI or Data Visualization tools (i.e. Tableau PowerBI Google Looker Studio etc.
