MINIMUM QUALIFICATIONS
A. Education Experience and Training
1. Bachelors degree from a college or university accredited by an organization recognized by
the Council for Higher Education Accreditation (CHEA) or by the United States Department
of Education (USDE). Major course work in Human Resources Business Administration
Criminal Justice Education or a related field preferred. Each year of experience as
described below may be substituted for thirty semester hours from an accredited college or
university on a year-for-year basis.
2. Administrative support criminal justice technical program support teaching training or
staff development experience preferred.
3. Victim service experience preferred.
4. Experience in developing or conducting training preferred.
5. Experience with Adobe Captivate and Adobe Connect preferred.
6. Experience in writing or administering grants preferred.
Knowledge and Skills
1. Knowledge of training procedures and techniques.
2. Knowledge of adult education principles practices and techniques.
3. Knowledge of learning management and learning content management systems.
4. Knowledge of group process group dynamics interpersonal relations and classroom
management.
5. Knowledge of instructional and curriculum design.
6. Knowledge of applicable state and federal laws rules regulations and statutes affecting
victim rights.
7. Knowledge of agency and departmental organizational structure policies procedures
rules and regulations preferred.
8. Skill to communicate ideas and instructions clearly and concisely.
9. Skill to coordinate with other staff departments officials agencies organizations and the
public.
10. Skill to interpret and apply rules regulations policies and procedures.

ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION

JOB SUMMARY
Performs routine training and development work. Work involves planning organizing and
conducting educational and training sessions using a variety of training methods. Works under
moderate supervision with limited latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS
A. Assesses and analyzes training needs; researches develops reviews and assesses Victim
Services Division training programs and materials related to the Texas Victim Assistance
Training (TVAT) Academy TVAT Online and other victim services live and web-based training
and recommends modifications; formulates learning objectives; and plans designs and
develops methods for the assessment and evaluation of training effectiveness.
B. Delivers training in a classroom distance learning or e-learning environment; organizes and
prepares materials for training courses such as notebooks handouts flip-charts projectors
laptops or other resources; plans and develops curricula and course outlines; selects
instructional methods; and develops training aids manuals and other materials for Victim
Services Division training to include the TVAT Academy TVAT Online and live and web-based
training.
C. Assists in preparing reports; prepares articles for in-house publications; and maintains statistical
data related to training.
D. Coordinates training presentations; and provides training and technical assistance to other
agencies and organizations.
