Job Responsibilities
The Citadel The Military College of South Carolina is seeking a Procurement Manager to join the Procurement Services Office. Reporting to the Director of Procurement this role serves as a key internal control function and supports campus-wide procurement operations. Responsibilities include:
- Overseeing PCard program administration including cardholder setup modification suspension and cancellation; providing training for end users on procurement systems PCard reconciliation Banner processes and compliance requirements.
- Monitoring compliance with state and institutional policies; supporting monthly reconciliation and reporting; identifying violations; and coordinating corrective actions to ensure audit readiness and program integrity.
- Managing the institutions vendor management function and ESM system administration; establishing updating and maintaining vendor records to ensure proper registration validation and compliance with all requirements.
- Reviewing contracts agreements memoranda of understanding and related procurement documents for compliance with the South Carolina Consolidated Procurement Code state regulations institutional policies and risk requirements.
- Processing purchase orders to ensure accuracy compliance and timely execution.
- Coordinating with campus departments Finance and Accounts Payable to resolve procurement issues discrepancies and documentation gaps in support of efficient procurement operations.
- Creating and maintaining reports and dashboards using Banner ESM WORKS and Microsoft Office tools to support auditing compliance monitoring operational performance metrics and management decisionmaking.
Minimum Qualifications
- Bachelors degree in accounting auditing business administration or a related field AND a minimum of two years of relevant work experience.
- Experience supporting procurement operations involving vendor management PCard administration and compliance monitoring within higher education government or another regulated environment.
- Working knowledge of enterprise procurement vendor management or financial systems.
- Experience in auditing purchase card administration and basic website content management.
- Foundational understanding of contract and agreement review for compliance risk and adherence to organizational and regulatory requirements.
Preferred Qualifications
- Solid working knowledge of the South Carolina Consolidated Procurement Code (SCCPC).
- Experience with Banner and WORKS systems.
- Experience supporting internal or external audits including responding to findings documentation requests and corrective actions.
- Certification as a Certified Professional Purchasing Consultant (CPPC).
