About Us
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the states public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
Description of Work
*This position is Exempt Policymaking and is EXEMPT from certain provisions of the State Human Resources Act (GS 126).
This position serves as an IT Director with responsibility for providing comprehensive information technology direction and support for Office of Systems Modernization initiatives. This includes School Business System Modernization and other assigned portfolios. This role leads the identification planning and execution of modernization initiatives; evaluates the impact of projects on DPI operations; and ensures successful delivery within scope budget and timelines. The IT Director represents DPI and the CIOs office in internal and external meetings ensuring effective communication and coordination with PSUs ERP vendors the Department of Information Technology (DIT) and governing bodies.

Job Responsibilities:
Provide direction for statewide modernization initiatives by ensuring alignment between business needs technology solutions and long-term organizational goals.
Responsible for identifying understanding and managing the business impact of projects on current business endeavors and existing technical infrastructure to ensure project success.
Responsible for relating and synergizing projects to other future business and technical endeavors; developing specific plans timelines objectives and milestones for the projects; and ensuring that projects are accomplished within agreed upon time frames.
Work with agency management to determine budget contracts and funding and has overall responsibility to set priorities and direct the work of multiple IT and Business Managers and multiple staff positions.
Responsible for performing all personnel supervisory functions for section IT managers and managing section activities to ensure the best use of time and resources while meeting the customer defined requirements and deliverables.
Strategic management of the statewide Enterprise Resource Planning (ERP) solution and its vendor relationships. This includes overseeing contract governance ensuring vendor accountability and guiding implementation activities that support ERP expansion across Public School Units (PSUs).
Ensure ERP vendor solutions meet statewide requirements integrate with DPI systems and support the modernization objectives established by the General Assembly.
Direct section IT staff and provide enterprise-level leadership on technology planning budgeting contracting and interoperability.
Knowledge Skills and Abilities/Management Preferences

Manager Preferences:
- Demonstrated experience with enterprise resource planning (ERP) systems preferably in Education HR or Finance (e.g. DPI Information Systems)
- Experience contributing to and enhancing large complex information technology solutions across multiple project components.
- Strong understanding of healthcare strategy operations technology and regulatory requirements.
- Broad knowledge of information technology applications processes software and infrastructure.
- Strong analytical skills including the ability to analyze evaluate and interpret data to support decision-making.
- Excellent oral written and interpersonal communication skills including the ability to present information and produce professional reports.

Minimum Education and Experience

Bachelors degree in computer science or an IT related field from an appropriately accredited institution and five years of progressive experience in the information technology field related to the positions role including one year of supervisory experience; or Associate degree in computer science or an IT related field from an appropriately accredited institution and six of progressive experience in the information technology field related to the positions role including one year of supervisory experience; or an equivalent combination of education and experience.
