They are an adaptable team player who can shift seamlessly between field inspections data analysis policy development and countywide training. THE POSITION

Under general direction develops administers and monitors all aspects of the Countys workplace safety programs to reduce employee injuries and liability exposures; manages illness and injury prevention; conducts safety training worksite safety inspections audits and hazard/accident investigations; coordinates safety compliance; and recommends/implements corrective action.

The Safety Analyst is a single-position class responsible for the administration of all County safety programs under the direction of the Risk Manager. The position is in the Department of Human Resources Risk Management Division. The incumbent is considered a subject-matter expert providing technical lead consultation and safety program coordination to management staff and line departments.

Responsibilities require high levels of initiative judgment and organizational skills. The incumbent must be detail-oriented to effectively manage multiple diverse tasks and adhere to changing deadlines and consultation with the Risk Manager the incumbent will manage and mitigate the Countys risks by applying policies and following professional standards and guidelines understanding that decisions may carry significant consequences of error.

DISTINGUISHING CHARACTERISTICS:

This class is distinguished from the:

  • Risk Manager class which is the senior management level within the Risk Management Division with overall responsibility for Division staff activities and operations that include Countywide Workers Compensation program; safety injury and illness prevention programs; loss management programs; and ADA and leave administration.

  • Human Resources Analyst series where incumbents work independently and provide a broad range of professional level personnel/human resources services to County departments in recruitment and selection; training; employee/employer relations disciplinary issues and grievances; EEOC and ADA investigations; position-classification and compensation administration; analytical studies; workers compensation reasonable accommodations leave processing training and work with line departments to minimize risk and safety exposures. Incumbents may work as generalists or in a specialty assignment (e.g. Risk Management).

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular limited-term or extra-help positions as vacancies occur throughout the County.

Position Requirements

EDUCATION AND EXPERIENCE:

Education: Bachelors degree from an accredited college or university with major coursework in risk management industrial hygiene or safety public safety public administration human resources management business administration engineering or a field closely related to the intent of the classification;

and

Experience: Three years of experience administering safety risk management workers compensation or similar insurance programs of which one year was performing advanced-journey or lead responsibilities.

Substitution: Two additional years of experience with an AA degree or its equivalent with major coursework in industrial hygiene safety and/or risk management may substitute for the bachelors degree.

Note 1:Professional certifications such as an OSHA Safety Certification - OSHA -30 Certified Safety Professional (CSP) Associate of Risk Management (ARM) Risk Management Professional (RMP) Certified Risk Manager (CRM) Certified Safety and Health Manager (CSHM) or other related certification from a recognized certification body is desired and may be a factor considered during the rating and/or selection process.

Note 2: Work in the public sector or a large organization in the fields identified above is desired and may be a factor considered during the rating and/or selection process.

Licensing Certification and Registration Requirements:

The incumbent is required to obtain a valid California Drivers License Class C by the date of appointment.

The incumbent must keep his/her licenses certifications and registrations current during employment with Solano County. Failure to do so may constitute cause for personnel action.

Based on the information provided in the application documents the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. Veterans Preference Points
