Job Summary

Position Description

The mission of the Seattle Office of Housing is to build strong healthy communities and increase opportunities for people of all income levels to live in our city. As part of that mission the Office of Housing weatherization program provides free energy efficiency audits and upgrades to low-income residents in the city through a combination of state federal and local utility funding. To help continue the success of that program we are looking for a Property Rehabilitation Specialist to conduct home energy audits and provide project management for low-income single-family projects. Potential projects in the future may include multi-family properties for building owners that are looking for energy efficiency upgrades.

THE JOB

In this position you will work with homeowners to conduct energy audits of single-family buildings develop scopes of work in conjunction with funder policies and procedures for the single-family properties and provide technical assistance to the property owner during addition youll have the opportunity to work with a diverse population of property owners and tenants to answer questions about the program energy efficiency upgrades and the construction process. Through this position youll make a lasting positive impact on the lives of Seattles low-income residents.

Job Responsibilities

What Do You Need

You will be successful in this role if you are comfortable:

  • Using your skills to improve the health safety and energy savings for Seattle residents.
  • Acting as a project manager to ensure that contractual timelines are met and all stakeholders are kept apprised of the status of scopes of work for weatherization projects.
  • Providing excellent customer service while working with property owners and managers to explain the weatherization process negotiate scopes of work and answer questions.
  • Helping to resolve issues and disputes with contractors and/or building owners during the construction process.
  • Working with databases to enter data/information and create project records and work orders.

Your effectiveness in this role will depend on your ability to:

  • Organize work set priorities and exercise sound professional judgement in the field.
  • Build relationships with property owners and educate them about resources available through the weatherization program. Ensure that all projects meet requirements standards regulations and codes across multiple groups both internally and externally.
  • Manage multiple projects at one time with many being in different stages of development.
  • Review and approve contractor invoices and change orders prior to inspection.
  • Communicate effectively with supervisors on the progress of all projects especially as related to funding deadlines. Proactively identify potential issues and brainstorm solutions with the weatherization team.
  • Perform progress inspections and work with contractors to ensure compliance with program requirements regulations and codes; approve changes to the scope of work or extensions to contractual timelines; and complete closing construction documents
  • Communicate regularly with your supervisor to prioritize projects provide status updates and troubleshoot issues.
  • Maintain written documentation of project developments actions or issues; provide appropriate documentation for review of claims by the Law Department as requested; and keep management apprised of problems or issues.
  • Prepare and present energy audit report including technical and financial analyses. Reports must speak to a variety of audiences including OH asset management maintenance staff C-level executives and funders.
  • Enter maintain and pull information from database software. Utilize Microsoft Office programs for communications information sharing and project tracking.

You will feel prepared to take on this role if you have experience in:

  • Computer experience with knowledge and experience working with Microsoft Office programs.
  • Working with a database.
  • Washington State Low-Income Weatherization Program or other energy efficiency programs targeting low-income households.
  • Using TREAT building modeling software or other DOE-approved energy audit software to determine cost-effectiveness of proposed work.
  • Conducting energy audits and recommending appropriate weatherization scopes of work.
  • Working on single-family building rehabilitation projects.
  • Reading understanding and interpreting construction plans and observing and analyzing the status of work in the field.
  • Diagnostic equipment for pre- and post-testing such as:
  1. Manometer
  2. Gas Monoxor
  3. Blower Door
  4. Pressure Pan
  5. Fan hood
  6. Moisture meter
  7. Infrared thermography

Qualifications

In addition to the qualities mentioned above you will need to possess both of the below required qualifications (or a combination of education training or experience which provides an equivalent background required to perform the work of the class):

  • 3 years of construction-related experience

The following isrequired in order to be considered for the position. There is no equivalency for these requirements:

  • A valid Washington State Drivers License

You will also need to be able to successfully pass the following:

  • General Pre-employment Background Check
  • Driving History Check
  • Pre-Employment Physical

Certifications:

Within one year of your start date you are required to obtain the following certifications (if you do not already hold them). The City of Seattle will cover all certification costs and provide the necessary work time to complete them:

  • BPI (Building Performance Institute) Certification: BPI Building Analyst or BPI Energy Auditor
  • OSHA 10
  • CPR/First Aid
  • AHERA Building Inspector
  • Mold Protocols
  • Moisture & Ventilation
  • WA State Lead Paint Inspector Certification

Work Environment/Physical Demands:

This position has several environmental considerations and physical constraints that the selected candidate must be able to work under including:

  • Working outside in all types of weather with potential exposure to hazardous conditions resulting from the disrepair of buildings including broken water and sewer lines garbage and rodents.
  • Climbing ladders bending standing and crawling under buildings in attics and on roofs while conducting inspections.
  • Frequent automobile travel within Seattle and King County.
  • Occasional overnight travel mostly within Washington State but also occasionally out of state.

Additional Information

This civil service position is classified as a Property Rehabilitation Specialist and is FLSA covered (eligible for overtime).

Salary: The full salary range for this step-progression position is $47.76/hour - $55.79/hour. New employees begin at Step 1 of the pay progression which is $47.76 hourly. Current City employees starting rate of pay will be based on the Personnel Rules regarding promotions.

Hiring Timeline: Interviews for this position are tentatively scheduled for the week of March 16 2026 with an anticipated hire in mid-to-late April 2026.

Schedule: For this job the expectation is to be in the office 4 days/week and 1 day remote. Individual schedules will be based on agreement between the employee and their supervisor.
