The Property Management Division falls within the Commercial Vehicle Enforcement Bureau and consists of three sections. These sections include the Facilities Section the Fleet Section and the Supply Section. As part of the senior management team this position coordinates and monitors the essential activities of the Supply Section to ensure delivery of professional supply management services to the agency. This position assists the Divisional Commander with quality control elements of directing controlling resourcing and managing the Supply Section. The Supply Manager directly supervises a staff of three (3) and ensures the functions of the section are fully integrated with the divisions operational plan and the agencys overall strategic plan. This position has responsibility for overseeing the procurement of commodities the ordering and issuing of equipment and uniform items for the entire agency asset accountability the disbursement of purchased and stored supplies and the surplus of agency property. This position reports directly to the Division Commander.

Duties


This position assists the Division Commander with management functions of the Supply Section and activities which impact the delivery of professional supply management services to the agency and external stakeholders. This includes planning organizing and coordinating complex projects; directing work efforts and supervision; budget planning and managing; researching and recommending policy changes; and ensuring the highest level of customer service to the agency. This position is required to oversee the acquisition warehousing and issuing of uniforms weapons supplies and other equipment essential to the agencys mission and strategic plan. Without these assets the agency would not be able to effectively provide public safety services which have an adverse impact to the public and the agencys mission.

Our new teammate will be able to:

  • This position will plan organize and direct the work performed by the Supply Section with an emphasis on quality control and customer service.
  • Ensures competitive procurements are conducted in accordance with state regulation and procedures.
  • Coordinates and monitors the delivery of professional supply management services to agency and external stakeholders consistent with the divisions operational plan the agencys strategic plan and in compliance with state purchasing rules.
  • Coordinates the assets inventory tracking and audit process for all agency assets.
  • Provides secure control over non-issued departmental weapons and ammunition forfeited weapons and uniform badges.
  • As part of the Property Management Divisions senior leadership team this position helps plan and review customer service strategies.
  • Coordinates and provides technical oversight in the review and acquisition of federal surplus property programs (1122 and 1033).
  • Manages complex projects and coordinating large purchases which significantly impact employees across the agency. This includes preparing reports; writing decision papers; giving presentations to Executive Staff District Commanders and legislators; coordinating studies; and field-testing uniforms and equipment.
  • Implements and manages quality control programs which enhance functions and responsibilities of the division including commodity acquisitions asset accountability disbursement of purchased and stored supplies and the ordering and issuing of equipment and uniform items for the entire agency.
  • Works with the Budget and Fiscal Services (BFS) Contracts Manager and serves as the division lead for implementation of state Procurement Reform Act (RCW39.26).

Qualifications

Required Qualifications:

  • A minimum of five years of supervisory and/or management level experience in public and/or private sector.
  • A minimum of three years of experience in planning preparation and/or administration of operating budgets.
  • Ability to demonstrate strong interpersonal communication and problem-solving skills.
  • Understand and adhere to established agency and workplace safety policies and procedures laws regulations and other standards to maintain a safe work environment.
