Requirements
- Degree in Engineering or a related discipline
- A minimum of 12 years relevant experience preferably gained in the transportation industry or large-scale railway and infrastructure construction projects/asset management (maintenance) operations of which 4 years at managerial level
- Possession of auditing qualifications from an internationally recognized institution and / or Lean Six Sigma qualifications are preferred
- Proven experience in strategic planning and implementation of safety and quality governance frameworks with strong knowledge of operational risk management internal controls business assurance systems and assurance databases
- Strong stakeholder and project management skills with excellent interpersonal communication and report writing skills
- Excellent command of both written and spoken English and Mandarin

Responsibilities
- Implement and manage a Second Line of Defence (2LoD) Programme for the management of operational risks for the Chinese Mainland Businesses
- Drive the implementation of the Corporate Safety and Quality Strategy and Programmes inclusive of communication and coordination with subsidiaries and affiliates in Chinese Mainland in the management of operational risks
- Provide recommendations for hazard elimination risk reduction waste removal and continuous improvement using safety engineering principles Lean and Quality methodologies
- Conduct independent risk-based safety and quality reviews and investigations as well as make appropriate recommendations to senior management
- Utilise the assurance database and digital tools to improve the efficiency and effectiveness of safety and quality assurance activities
- Develop and strengthen safety and quality assurance governance framework according to best practices as well as the Corporations requirements
- Plan and implement initiatives to nurture a strong safety culture and promote quality awareness including fostering a reporting culture and learning from incidents
